About The Position

The purpose of this position is to develop and lead the LG&E and KU Energy in-house Air Emissions Monitoring & Testing Program. This includes development of in-house expertise to perform Relative Accuracy Test Audits (RATAs) on Continuous Emission Monitoring Systems (CEMS), emission compliance testing, and engineering testing at LG&E and KU Energy generating stations. The incumbent will recommend the purchase of new testing equipment and be responsible for the maintenance of all air emissions testing equipment. The incumbent will also be responsible for the supervision, plant interaction, and report generation for all air emissions testing. Testing is done under regulatory requirements of 40CFR60, 40CFR75, MATS and KY Regulatory Statutes. This position is to review emissions data from the plants' compliance emissions monitors and coordinate the preparation of data for air permit reports. This position has oversight and direct responsibility for internal and external report activities. This position supports the review and analysis of federal, state, and local proposed and final regulations impacting continuous monitoring, testing methods, and reporting of emissions data. This position interfaces with various levels of staff including plant environmental and maintenance staff, environmental agencies, supply chain, and other engineering/environmental professionals. Responsible for the development of air monitoring/testing capital and operating cost budgets, selection of air monitoring/testing equipment and the ongoing operation of the companies' air monitoring and testing equipment and data. Supervises the staff which troubleshoots equipment and collects monitor and testing data. Supervises the activities of the personnel assigned to the Air Monitoring and Testing team.

Requirements

  • Bachelor's degree in Engineering or Science discipline.
  • 10+ years of experience in utility CEMS and stack testing, and applicable regulatory experience, demonstrating progressively more difficult assignments and increased responsibility.
  • Position requires technical understanding and knowledge of the energy industry and plant environments.
  • Requires the ability to obtain DOT Medical Card or Certification.
  • QSTI Certification required in all groups applicable to LGE-KU testing

Responsibilities

  • Ensure safety regulations are observed and all emission testing personnel (including contractors) are aware of hazards. Report all unsafe conditions to plant manager or his designate.
  • This role provides training, development, and performance review for all directly assigned personnel.
  • Oversees the scheduling of stack tests, mobilization, plant and dispatch coordination, personnel assignment, test notifications to regulatory authorities, report submittals, and report storage for future access all in accordance with USEPA Reference Methods, LG&E and KU AETB Quality Manual, associated Quality Assurance and Quality Control procedures, and other regulatory agency approved procedures.
  • Defines the scope of work for contracted stack testing, and the selection of consultants and testing firms for monitoring and testing conducted by third parties. Administers the contract for 3rd party testing.
  • Reviews and evaluates the requirements under the Federal Clean Air Act and the Kentucky Regulatory Statutes to determine acceptable air monitoring and testing equipment and data collection procedures. Serve as the primary LG&E and KU liaison for Kentucky Division of Air Quality, Louisville Metro Air Pollution Control District, and USEPA during compliance tests, RATAs, and related testing programs.
  • Annually update the in-house air emissions testing program including all USEPA Quality Assurance and Quality Control and AETB requirements.
  • Define and publish the annual testing schedule for RATA Testing, Emissions Compliance Testing, and other known air emissions testing by January 30th each year. Update published schedule on SharePoint as schedules shift.
  • Train team members to provide the knowledge and expertise to facilitate successful completion of in-house Relative Accuracy Test Audits (RATAs), Permit Compliance testing, and engineering testing, including MATS specific testing for Particulate Monitoring, Mercury, Hydrogen Chloride, and boiler pre- and post-tuneup testing.
  • Determine the equipment and calibration gas needs for the LG&E/KU emission testing program and ensure all equipment is certified, calibrated, maintained, and up to date.
  • Procure air emissions testing equipment, CEMS maintenance, change-out, upgrades and other duties as might be assigned.
  • Evaluate and plan for future (5-year) air emission testing needs for the LG&E and KU companies.
  • Ensure that CEM calibrations and annual maintenance procedures, as defined in CEMS QA Plans, are performed in advance of compliance and RATA testing programs.
  • Coordinate and execute stack tests, coordinating the activities of the test crew up on the stack, entering the data into the reporting tool, evaluating results. Conduct post-test sample evaluation, including:
  • Mercury analysis of traps
  • Process PM filters, pulling them, baking, weighing, and evaluating tare weights.
  • Titrate wet chemistry methods for testing SAM and others.
