About The Position

Substation Construction Inspector (SCI) We are currently seeking a Substation Construction Inspector (SCI) to support substation construction activities for utility infrastructure projects. The SCI serves as the Owner's Representative in the field, overseeing contractor execution to ensure work is performed safely, in compliance with approved drawings, specifications, standards, and project requirements. This role requires a strong field presence, attention to detail, and effective coordination between construction crews, Engineering, Project Managers, and internal stakeholders.

Requirements

  • Level I (5-10 years of experience)
  • Level II (10-15 years of experience)
  • Experience providing field construction inspection or oversight for substation or utility infrastructure projects.
  • Working knowledge of construction drawings, specifications, and project schedules.
  • Familiarity with substation construction standards and industry best practices.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Office applications.
  • Experience with utility asset or construction management systems (e.g., NISC, ADEPT or similar) is preferred.
  • Ability to work legally in the United States without sponsorship.
  • Valid driver’s license with the ability to travel to job sites as required.

Responsibilities

  • Serve as the Owner's Representative overseeing all aspects of substation construction activities.
  • Provide on-site construction inspection for multiple concurrent substation construction projects.
  • Ensure construction contractors comply with all applicable safety, environmental, permitting, and regulatory requirements.
  • Review substation designs prior to construction to become familiar with project scope, material requirements, construction sequencing, and outage requirements.
  • Verify construction activities align with approved drawings, specifications, PEC standards, and industry best practices.
  • Monitor daily construction activities and progress against approved project schedules.
  • Coordinate construction activities with Engineering, Substation Project Managers, and other PEC departments to maintain project timelines.
  • Assist Engineering and Substation Project Managers with project scope development and constructability input.
  • Identify, document, and immediately communicate construction issues, discrepancies, or schedule risks to project leadership.
  • Notify PEC Engineering if projects are at risk of not meeting contracted schedules and recommend recovery options.
  • Inspect delivered materials and equipment to verify quantities, condition, specifications, and compliance with project requirements.
  • Receive, inventory, inspect, and/or reject materials delivered directly to job sites and provide required documentation for NISC system entry.
  • Coordinate contractor pickup of PEC-furnished material from the JC Warehouse and provide necessary documentation for warehousing and NISC input.
  • Reject construction activities, workmanship, or materials that do not meet PEC standards, specifications, or approved designs.
  • Verify construction activities are fully complete and compliant prior to contractor invoicing approval.
  • Assist with identification, documentation, and required updates to PEC-furnished materials and equipment.
  • Coordinate outages and/or mobile transformers as necessary to support construction activities.
  • Verify accuracy of drawing markups and as-built documentation; maintain hard-copy control house drawing sets and coordinate loading of electronic files into ADEPT.
  • Conduct pre-construction meetings, safety tailboards, and on-site safety briefings as required.
  • Serve as Storm Water Pollution Prevention Plan (SWPPP) Inspector for assigned projects and ensure implementation of environmental controls.
  • Provide accurate weekly construction reports and project status updates to all stakeholders.
  • Provide technical support and documentation assistance through project closeout.
  • Serve as primary or backup construction inspector for assigned projects, as directed by the Engineering Manager.
  • Coordinate with internal departments and external contractors to ensure successful project completion.
