About The Position

Ready to step into a leadership role in addiction treatment? The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking a dedicated Substance Abuse Program Manager to oversee substance abuse counseling services at one of our correctional institutions. In this role, you'll lead a team of counselors, provide clinical supervision, manage program operations, and support the successful delivery of treatment services. You'll also coordinate peer mentor programs, collaborate with facility staff, and ensure services align with state policies and treatment standards. Requirements

  • Knowledge of addiction treatment practices and protocol

  • Ability to maintain accurate documentation and records
  • Must be licensed in the State of Arizona as a Licensed Independent Addiction Counselor (LIAC); Licensed Professional Counselor (LPC); Licensed Clinical Social Worker (LCSW); or as a Psychologist.
  • Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks.
  • All employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Nice To Haves

  • Master's degree from an accredited school and three (3) years of progressively responsible managerial or supervisory experience

Responsibilities

  • Travels to facilities/institutions to assess counseling services/subordinate work products
  • Plans, coordinates, and attends meetings and training sessions
  • Administers evaluations, approves leave, manages schedules, and tracks absences, including FMLA/extended leave
  • Ensures counseling services are provided in accordance with applicable laws, rules, regulations, policies, and procedures
  • Provides clinical supervision, reviews, and signs off on clinical documentation for non-independent licensed counselors
  • Liaisons between counselors and operational security staff to maximize program utilization and minimize unit operational disruption
  • Carries a partial clinical caseload
  • Conducts one-on-one clinical assessments and individual or group counseling sessions
  • Facilitates substance abuse education classes and therapy groups
  • Oversees inmate peer mentors
  • Coordinates peer mentors, guest speakers, and volunteer services
  • Maintains clinical records and writes individual substance abuse treatment plans and relapse prevention plans
  • Reviews, maintains, and troubleshoots the program participation database
  • Reviews, develops, and recommends policies, practices, and process improvements for accuracy
  • Prepares both quantitative and qualitative reports on program performance and participant rates
  • Conducts quality control and improvement audits of programs and services offered at ADCRR
  • Drives on State business
  • Performs other duties appropriate to the assignment
