About The Position

The Substance Abuse Counselor is responsible for developing, implementing, and monitoring the TEAP Program, which includes staff development and substance abuse counseling for students. This role operates according to Job Corps Federal Regulations and the Policy and Requirements Handbook (PRH). The TEAP Program is coordinated by a licensed substance abuse professional who oversees the program and ensures quality of care. The program's primary focus is on prevention, education, identification of substance abuse problems, relapse prevention, and assisting students in overcoming barriers to employability.

Requirements

Active, unrestricted substance abuse license or certification that meets minimum state licensing or certification requirements to practice in the state where the Center is located
Broad-based knowledge of counseling techniques
Knowledgeable in alcohol and other drugs of abuse and relapse programs
Ability to design, develop and implement a program related to alcohol and other drugs of abuse and intervention
Excellent communication skills, both oral and written
Training skills in both individual and group counseling methods
Ability to relate well to young adults
Must possess and maintain valid CPR/First Aid certification
Ability to use center computer programs and Microsoft Office including but not limited to PowerPoint, Word, and Excel

Nice To Haves

Bachelor’s degree in related field
Previous experience with disadvantaged youth, particularly in a residential setting, is highly desirable

Documents all procedures, counseling, and education provided to students accurately and timely
Documents and submits forms and correspondence to local, state, and federal agencies to meet all requirements of the program
Educates students about Health Services
Facilitates staff training on topics related to adolescent growth and development
Follows infection control procedures
Assists with maintaining equipment and supplies
Adheres to the departmental budget
Available to HWM by phone for consultation
Participates in the Center’s applicant file review team to review and assess the applicant’s substance use history and current use or needs
Helps gather additional information from medical providers, schools, or applicants to complete a clinical interview
Participates in the Disability Accommodation Committee, as appropriate
Submits recommendations to the Center Director for medical separations related to substance misuse and abuse in conjunction with the Mental Health Consultant, Center Physician, and Health and Wellness Manager
Provides documentation and referrals of students who are recommended for separation from the program due to substance use
Approves and signs TEAP Health Care Guidelines that include Treatment Guidelines for Health Staff and Symptomatic Management Guidelines for Non-Health Staff
Advises the Center Director and Health Services staff of substance use/abuse matters
Provides individual counseling for students regarding substance use, abuse, prevention, and healthy choices
Designs, develops, and implements all programs related to substance use and abuse prevention and intervention in conjunction with the Mental Health Consultant, Counseling, and Health Services staff, Center Physician and Center Director
Prepares and facilitates group sessions with students enrolled in the center’s TEAP program
Utilizes formalized assessment measures (e.g., SASSI3 or SASSIA2, MAST, CRAFFT, and DAST), and clinical judgment to determine students’ level of risk for substance use
Collects urine drug test specimens
Works with the Center Standards and Incentive Officer (CSIO) for consultation with students regarding positive results leading to separation from the program
Monitors and documents student progress during the TEAP Intervention Period in accordance with PRH and Center policies and procedures
Conducts presentations on managing substance misuse, abuse, and dependency symptoms and issues in the workplace
Develops and facilitates three annual Center-wide substance use prevention and education activities
Conducts in-service training sessions with both staff and students in all areas related to substance use, abuse, and emerging trends
Participates in the center’s Healthy Eating and Active Lifestyle (HEALS) Committee that supports healthy eating and active lifestyles and provides students with education and experiences that promote lifelong health and physical well-being
May make referrals to off-center substance use professionals or agencies for ongoing treatment and/or specialized services
Must provide a written referral/feedback system and document in the Student Health Record
Attends required staff training sessions
Performs other duties as assigned
