About The Position

The Business Process Improvement and Management Support Services (BPIMSS) contract supports the U.S. Citizenship and Immigration Services (USCIS) mission to enhance operational efficiency, governance, and data driven decision making across the Immigration Records and Identity Services Directorate (IRIS), Verification Division (VER), and the Field Operations Directorate (FOD). This effort provides executive management consulting, program and project management support, Agile adoption, business process optimization, data analytics, operational readiness, and strategic communications in support of critical immigration and identity verification programs. Under this contract, the contractor partners closely with USCIS leadership to streamline business operations, improve information technology investments, and ensure alignment between policy, process, and technology initiatives. The work requires deep subject matter expertise in immigration policy, USCIS and DHS systems, and the broader immigration ecosystem, as well as proven experience managing large‑scale, complex federal programs. Successful performance demands strong executive engagement, disciplined governance, Agile program execution, and measurable outcomes that improve mission performance, transparency, and service delivery. The Subject Matter Expert (SME) – Business Analysis and Facilitation provides senior-level analytical, facilitation, and process optimization support to USCIS in support of immigration operations, identity and eligibility verification systems, and enterprise business initiatives. This role applies deep expertise in business analysis, requirements development, Agile facilitation, and immigration policy to translate complex operational and technical needs into actionable, well-documented solutions. The SME serves as a trusted advisor and facilitator across VER, FOD, USCIS headquarters, and external partners, ensuring alignment between business processes, technology solutions, and mission outcomes.

Requirements

  • Bachelor's degree in Business, Information Systems, or related field.
  • Minimum of 8 years of experience as a Business Analyst or Subject Matter Expert.
  • At least 5 years supporting federal programs, with focus areas including process optimization, requirements analysis, system integration, or technology modernization.
  • Minimum of 5 years of experience supporting immigration programs, including familiarity with USCIS, DHS components, and the immigration ecosystem.
  • One or more of these certifications required: Certified Business Analysis Professional (CBAP) PMI Agile Certified Practitioner (PMI‑ACP) Equivalent Agile or business analysis certification.
  • Expertise in requirements gathering, process mapping, and workflow optimization. Strong understanding of Agile methodologies, testing, and system deployment.
  • Ability to translate complex technical concepts into actionable business solutions.
  • Five years of experience with immigration policy, exposure to the agencies and offices operating in the 3 immigration ecosystem, and the DHS systems used for Identity management and immigration status verification.
  • Ability to obtain and maintain a favorable DHS Entry on Duty (EOD) determination and required background investigation.
  • U.S. citizenship required.
  • Compliance with all USCIS security, SBU information handling, and access requirements.

Responsibilities

  • Lead and perform end-to-end business analysis activities, including stakeholder engagement, requirements elicitation, analysis, validation, and documentation.
  • Develop high-quality business requirements, functional and non-functional requirements, process flow diagrams, use cases, user stories, and acceptance criteria aligned with USCIS standards.
  • Translate immigration policy and operational requirements into clear, actionable technical and business solutions.
  • Facilitate cross-functional working sessions, workshops, and Agile ceremonies, including requirements workshops, backlog grooming, sprint planning, retrospectives, and solution design sessions.
  • Serve as a liaison among USCIS program staff, technical teams, product owners, and external stakeholders to ensure shared understanding and consensus.
  • Support executive and operational briefings by presenting analysis findings, process impacts, and solution recommendations.
  • Conduct current-state and future-state process analyses, workflow mapping, and organizational impact assessments.
  • Identify opportunities for process optimization, automation, and continuous improvement aligned with Lean and Agile principles.
  • Support Agile adoption by developing and maintaining product backlogs, refinement artifacts, and documentation that promotes transparency and effective execution.
  • Support operational readiness activities, including user acceptance testing (UAT), test scenario development, validation of requirements, and documentation of results.
  • Assist with development of training materials, standard operating procedures (SOPs), and operational readiness documentation.
  • Capture feedback from end users and stakeholders to refine processes and system functionality prior to deployment.
  • Support development and use of performance metrics, KPIs, and analytical inputs that inform process improvements and solution effectiveness.
  • Analyze qualitative and quantitative data to support recommendations related to workload, staffing, system usability, and operational efficiency.
  • Ensure all analysis and documentation complies with USCIS, DHS, and federal standards, including security, privacy, and Section 508 accessibility requirements.
  • Maintain version control, traceability, and documentation quality across all work products.
