About The Position

Summary of duties – Level I - An entry-level role supporting the management of subcontracts within a government prime contracting environment. This role focuses on the administration of basic subcontracts while learning compliance and regulatory requirements under federal contracting guidelines. Requires a minimum of independent business judgment and a high degree of management attention. Level II - The Subcontracts Administrator II is a mid-level role supporting the management and administration of subcontract relationships within a government prime contracting environment. This role focuses on the administration of basic to moderately complex subcontracts while ensuring compliance with government federal regulations and corporate policies/procedures. Requires a minimum of independent business judgment and a high degree of management attention. Level III - A senior-level professional role supporting the management and administration of subcontract relationships within a government prime contracting environment. This role focuses on the administration of all subcontracts while ensuring compliance with all government federal regulations and corporate policies/procedures. Requires a minimum of independent business judgment and a high degree of management attention. Specific description of duties: Levels II & III will perform these duties as well as additional duties as required for their skill level.

Requirements

  • At least two (2) years of subcontracts, supply chain, or contracting related experience in DoD/AIT installations arena.
  • Basic knowledge of FAR/DFAR.
  • Experience with CPFF, CPIF, FPI, and FFP contract types.
  • Familiarity with government contracting processes.
  • Experience with DCAA and DCMA audits and compliance, including CPSR and Business System Reviews.
  • Must be proficient in Microsoft Outlook, Word, Excel, and SharePoint.
  • Must be familiar with Adobe Acrobat.
  • Bachelor’s Degree in Business Administration, or related field, plus two (2) years’ experience; or four (4) years’ experience, in DOD/AIT installations arena preferred, in lieu of degree.

Responsibilities

  • Review Statements of Work (SOW) and performance requirements for accuracy and compliance.
  • Participate in training programs to develop a solid understanding of FAR/DFARS and government contracting principles to ensure company and subcontractors compliance with applicable federal regulations, and/or company policies and procedures.
  • Coordinate and support the various Prism Departments (Operations, Contracts, Accounting, Quality Assurance) regarding subcontractor oversight and requirements.
  • Assist with drafting, negotiating, and executing non-complex subcontracts and purchase orders.
  • Prepare, perform, and document all phases of the procurement process such as: competitive source selections; prepare solicitations and proposals; evaluate subcontractor proposals including cost/price analysis; negotiate for best value; make award determination with oversight from the Subcontracts Manager.
  • Assist with all facets of Subcontract Agreements and Purchase Order formation, negotiation, execution, administration, and closeout.
  • Monitor subcontractor performance to ensure compliance with all subcontract terms and conditions including schedule and delivery, scope of work, and cost/price parameters.
  • Route subcontractor issues regarding subcontractor performance, claims, and scope change requests and escalate issues as necessary.
  • Maintain subcontract documentation, including correspondence, modifications, and electronic files for review and audit.
  • Track and report small business achievement and goals.
  • Monitor subcontractor spending levels to ensure Limitation of Funds correspondence is submitted. Coordinate information with Program Managers/Financial Analysts.
  • Prepare daily, weekly, and monthly reports to supply to the Subcontracts Manager to ensure the status of subcontracts can be communicated to the Program Manager, Project Managers, Director of Contracts, Supply Chain Director and Executive Leadership.
  • Full time position, some overtime and travel possible

  • Performs any other assignments or tasks as needed or requested by management to assist in accomplishing the organization’s mission, objectives and goals.
  • Review and analyze subcontractor proposals to align with technical and financial requirements.
  • Ensure company and subcontractors compliance with FAR/DFAR, applicable regulations, and/or company policies and procedures.
  • Ensure subcontractor compliance with cybersecurity, export control, and quality standards.
  • Draft, negotiate, and administer subcontracts of basic to moderate complexity, including fixed-price and cost-plus agreements.
  • Prepare, perform, and document all phases of the procurement process such as: competitive source selections; prepare solicitations and proposals; evaluate subcontractor proposals including cost/price analysis; negotiate for best value; make award determination.
  • Responsible for all aspects of Subcontract Agreements and Purchase Order formation, negotiation, execution, administration, and closeout.
  • Monitor and track progress of subcontractor performance to ensure compliance with all subcontract terms and conditions including schedule and delivery, scope of work, and cost/price parameters.
  • Resolve issues regarding subcontractor performance, claims, and scope change requests.
  • Mentor and support Level 1 administrators as needed.
  • Negotiate terms and conditions to align with corporate risk and contractual requirements.
  • Serve as the primary interface to resolve issues regarding subcontractor performance, claims, and scope change requests.
  • Advise Subcontracts Manager on subcontract management strategies and risk mitigation.
  • Support the development and improvement of subcontract management processes and training programs.
