About The Position

Leidos is seeking a Subcontract Program Management Director to support the Indirect Fire Protection Capability (IFPC) Increment 2 program. This senior program leadership role is responsible for integrating subcontracted scope into overall program execution to ensure cost, schedule, technical, quality, and contractual objectives are achieved. This position resides within the Program Management Office (PMO) and serves as a key program integrator for externally executed work. The Subcontract Program Management Director leads a small, focused team responsible for subcontract execution oversight and works in close partnership with Supply Chain, Contracts, Engineering, and Operations to ensure subcontractor performance is fully aligned with program objectives. This role blends program management discipline, team leadership, and subcontract execution integration, ensuring externally performed work is planned, monitored, and managed as an integral part of the overall program.

Requirements

  • Bachelor’s degree in Business, Engineering, or related discipline and 12+ years of experience (or Master’s degree with 10+ years) in program management, subcontract program management, or execution leadership within Defense or Aerospace environments.
  • Demonstrated experience leading teams responsible for managing subcontracted or externally executed scope on large, complex programs (>$100M).
  • Strong understanding of subcontract performance management, cost/schedule integration, and contractual compliance.
  • Proven ability to lead through influence in a matrixed organization.
  • Experience identifying and resolving execution issues impacting program objectives.
  • Strong communication skills with experience briefing senior program and business leadership.
  • U.S. citizenship and work eligibility required.

Nice To Haves

  • Master’s degree in Business, Engineering, or Management.
  • PMP or PgMP certification (PMI).
  • Prior experience serving as a Subcontract Program Manager or leading a subcontract execution team.
  • Familiarity with FAR/DFARS and subcontract change management processes.
  • Experience supporting U.S. Army or missile defense programs.

Responsibilities

  • Provide program-level leadership for integration of subcontracted scope into IFPC program execution, ensuring alignment with cost, schedule, technical, and quality objectives.
  • Lead and develop a team of program professionals responsible for subcontract execution oversight, performance tracking, and issue resolution.
  • Coordinate and support the program interface with subcontractors, working jointly with Supply Chain, Contracts, and functional partners to ensure contractual requirements and program expectations are clearly communicated and executed.
  • Verify subcontractor capacity, capability, and readiness to support program execution and production demands.
  • Monitor subcontract performance, identify variances, assess impacts to overall program execution, and lead corrective action and mitigation efforts using the team.
  • Ensure subcontract execution risks are identified, assessed, and mitigated in coordination with the broader program risk management process.
  • Review subcontractor obligations against contract requirements to identify potential performance gaps and execution risks.
  • Coordinate with Contracts and Subcontracts Administration on subcontract changes, modifications, and change requests.
  • Support verification of subcontractor performance through metrics, reviews, and formal program management processes.
  • Provide regular status, risk, and performance reporting to program and business leadership.
  • Ensure subcontract execution meets Leidos standards for ethics, integrity, and compliance.
  • This role does not replace functional supplier ownership; it ensures subcontractor execution is fully integrated into program planning, performance management, and risk mitigation activities.
