About The Position

We are seeking a Subcontract Administrator to support TekSynap’s Procurement Department in Reston, VA (with the ability to work remotely). The Subcontract Administrator will perform a variety of functions to administer, monitor and track procurement activities supporting TekSynap’s proposal and subcontracts. The Subcontract Administrator will serve as the primary point of contact for TekSynap’s major proposal initiatives, coordinating with vendors and subcontractors to gather the essential information needed for our responses to customer requirements. This role will also support the purchasing process, ensuring that Buyers are equipped to procure the necessary goods and services once contracts are awarded. This position will also manage TekSynap’s Small Business Subcontracting plans to help achieve small business subcontracting goals. Requirements

  • Five (5) years’ experience in supply chain, purchasing, or subcontract management
  • Five (5) years’ experience in DoD or Government supply chain, purchasing or subcontract management
  • Experience purchasing Information Technology and/or Telecommunications materials and services.
  • Advanced knowledge of relevant laws and regulations such as FAR, DFARS, and other agency regulations
  • Effectively able to communicate with executive and management level individuals through written and verbal communication
  • Detail oriented, with a strong commitment to accuracy and compliance.
  • Ability to work well under pressure of tight deadlines.
  • Education: Bachelor’s Degree
  • Legal right to work in the United States

Nice To Haves

  • Certifications: CFCM, CPCM or other supply chain certifications are preferred

Responsibilities

  • Prepare and issue request for quote (RFQ) and request for proposal (RFP) packages that include required flow-downs and instructions.
  • Review and analyze vendor/subcontractor proposals, respond to questions, make recommendations to executives and internal leadership on vendor selection, negotiate terms and conditions, and execute final agreements.
  • Coordinate with internal management and subcontractor/vendor personnel to issue subcontracts, purchase orders, and other documentation to ensure performance.
  • Complete all required documentation, and maintain records consistent with contractual requirements, FAR, DFARS, and DCMA Contractor Purchasing System Review (CPSR) requirements, and TekSynap’s procurement policies and procedures.
  • Support TekSynap’s Small Business Subcontracting Plans, to include documenting outreach efforts to small businesses, submit required reports, and coordinating small business subcontracting requirements with TekSynap executive, management and support staff.
  • Manage, review, negotiate and support execution of all non-disclosure agreements, teaming agreements, subcontract agreements, and other strategic alliance negotiations with outside sources.
  • Complete price analyses in accordance with FAR and DFAR requirements to come to a fair and reasonable price determination.
  • Perform closeout actions.
  • Coordinate requirements throughout all acquisition phases
