About The Position

The Student Health Insurance Manager manages student health insurance programs and the affiliated vendors across the University of Colorado (CU) campuses. This position is expected to form and maintain positive and collaborative relationships with vendors and counterparts at each campus location. The Student Health Insurance Manager must coordinate requests received and disseminate information appropriately to campus partners to meet departmental goals. This position also provides project management support for the department on an as-needed basis. This position may be required to work from the Anschutz Medical Campus, as needed. This role reports to the Senior Assistant Vice President of Health Plan Operations and Compliance and is exempt from the State of Colorado Classified Staff system. Applicants must be Colorado residents or able to relocate to Colorado within a month of starting employment with University of Colorado System Administration. Remote - this role is eligible to work remotely within Colorado.

Requirements

  • Bachelor's degree from an accredited institution of higher education, or equivalent professional experience (professional experience may be substituted for the educational requirement on a year-for-year basis).
  • Five (5) years of experience working within the health insurance industry and/or with health benefits.
  • Knowledge of all aspects of health insurance offerings, including policy review, underwriting, compliance, utilization management processes, claims and billing, industry trends, and healthcare analytics.
  • Knowledge of the Affordable Care Act (ACA) and application to student health insurance.
  • Exceptional oral, written, and listening communication skills, including the ability to accurately interpret what others are saying and convey messages, information, concepts, and details accurately and clearly
  • Exceptional organizational skills, including the ability to set and meet goals and deadlines, manage appointments, create schedules, coordinate and facilitate meetings, and make decisions
  • Exceptional Customer service skills, including the ability to actively listen, address customer needs, defuse tense situations, and maintain an open, flexible, and friendly demeanor
  • Exceptional interpersonal skills, including the ability to facilitate interaction, communication, and teamwork between others
  • Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.) and learn and experiment with new software and systems
  • Ability to skillfully educate students about the student health insurance program.

Nice To Haves

  • Bachelor's or post-baccalaureate degree from an accredited institution of higher education in business, human resources, or field of study related to the work performed.
  • Seven (7) years' of health insurance experience, as indicated above.
  • One (1) year of experience in a team lead or supervisory role, which may include assigning and reviewing the work of others, providing guidance to internal and external team members, and/or assisting management with performance reviews (this requirement may be substituted by formal leadership training).
  • Experience with the Family Educational Rights and Privacy Act (FERPA) and the Health Insurance Portability and Accountability Act (HIPAA).
  • Experience working with student health insurance programs.
  • Experience working with or in an institution of higher education.
  • Excel and enrollment management database experience.
  • Experience utilizing industry standard project management tools.

Responsibilities

  • Serves as the on-campus representative for student health insurance.
  • Manages and responds to student and parent requests and inquiries related to medical and dental insurance plans and student health insurance policies and procedures.
  • Researches, responds to inquiries, and educates students about the mandatory insurance coverage, deadlines for compliance, application forms, the waiver and appeals processes, etc. through counseling sessions.
  • Develops and maintains appropriate relationships with counterparts at each campus to streamline processes and meet stakeholder needs.
  • Creates and transmits eligibility files as necessary using Microsoft Excel and insurance administrators' websites.
  • Creates and transmit waiver files as necessary for the Bursar's Office
  • Reconciles student campus billing with carrier invoices.
  • Administers waiver process for students electing other health insurance coverage.
  • Updates the SHIP website appropriately in advance of each waiver period (3 times yearly) and as needed due to new policy approvals or updates.
  • Processes waiver appeals.
  • Presents on the SHIP and yearly changes to campus staff and faculty groups and monitors potential campus change that would affect student SHIP eligibility.
  • Acts as liaison between the CU AMC SHIP Office and student groups.
  • Directs creation or creates any necessary communication pieces to advertise SHIP changes.
  • Serves as backup for the CU Denver International SHIP Manager.
  • Coordinates with the CU Denver International SHIP Manager on student insurance enrollment and waiver processing for international students enrolled at CU AMC.
  • Maintains knowledge and experience with all aspects of health insurance offerings, including J-1 and F-1 insurance requirements
  • Work with students to answer their insurance-related questions and provide follow-up to ensure compliance.
  • Educate through counseling sessions students to ensure knowledge transfer of insurance practices and insights.
  • Seasonal outreach and education to other campuses on an as-needed basis.
  • Conduct information sessions and orientations for new and returning students regarding their health insurance options and waiver requirements.
  • Maintains relationships with the vendors who contribute to the Student Health Insurance plans across the Anschutz Medical and Denver campuses.
  • Manages vendor inquiries and responds appropriately.
  • Ensures vendors are informed of any relevant information necessary to the work performed on behalf of the campuses, such as: waiver portal and enrollment dates, benefit related issues students may be experiencing, etc.
  • Performs necessary vendor and market-related research.
  • Uses understanding of CU Health Plan's insurance contract design to provide clarifications to vendors.
  • Serves as point-of-contact for Student Health Insurance as needed.
  • Acts as liaison between the CU AMC SHIP vendors and students, providing direction as needed.
  • Manages projects on an as-needed basis
  • Owns projects from start to finish including, but not limited to: Creation of project proposals, strategies, planning and timelines, requirements gathering, scheduling, and facilitating discussions.
  • Creates and maintains documentation of roles, responsibilities, and stakeholders
  • Creates project communication plans (updates, etc.) reflecting audience, frequency, review by, and execution dates, and adheres to schedule.
  • Documents procurement processes [Documented Quotes (DQ), Request for Proposals (RFP), Purchase Orders (PO), etc.] in relation to assigned projects.
  • Manages project plans and hold resources accountable for on-time task completion.
  • Monitors project scope within weekly status meetings to include providing minutes and status reports.
  • Performs other duties and special projects as assigned.
