About The Position

Under general supervision of the Director of Streets, or designee, accomplishes professional work in the inspection of all construction within public right-of-way within the City of Hialeah. Requires working knowledge of accepted construction standards within public right-of-way.

Requirements

  • Knowledge of acceptable Dade County design and construction standards for public right-of way, i.e. Dade County Public Works Manual – Part 1 & 2, MUTCD and FDOT Design Standards.
  • Ability to read, understand, and evaluate construction drawings, blueprints, density reports and Ground Penetrating Radar (GPR) reports.
  • Must be able to communicate with contractors, engineers, surveyors and property owners in a tactful and professional manner, determine quality and acceptance of work being performed, produce and file clear and concise written and oral reports as needed.
  • Ability to cooperate with engineering and field personnel within the Streets Department in a wide range of technical roadway construction matters.
  • Ability to motivate self and perform duties with minimum supervision on a consistent and timely basis.
  • Keep accurate records and notes of all inspections on a variety of types of inspections.
  • Ability to encourage self to follow up on pending matters until they are completed/finalized.
  • Demonstrates adaptability, resilience, and resourcefulness in response to the continually evolving policies and processes within the Streets Department, ensuring the efficient and effective execution of duties.
  • Graduation from high school and a minimum of four (4) years’ experience involving construction and/or design of roadways, parking lots, drainage, etc., in either public or private sector.
  • Must possess a valid motor vehicle operator’s license issued by the State of Florida.
  • Bilingual in English and Spanish is required.
  • Proficient computer skills with standard Microsoft software such as Word, Excel and Outlook.
  • A combination of education and experience may be considered.

Nice To Haves

  • Stormwater and Erosion Control Certifications is desired.

Responsibilities

  • Works independently of other Streets Department crews under the general supervision of the Director of Streets or designee.
  • Responsible for inspections relating to construction activities permitted within right-of-way. This includes, but is not limited to: driveway approaches, drains, curbs, sidewalks, street and roadway construction and/or restoration, pavement markings, landscaping and more.
  • Responsible for all inspections concerning private construction sites’ Stormwater Pollution Prevention Plan.
  • Responsible for reactive and proactive inspections of potential illicit discharges into the city’s storm sewer systems.
  • Handles and resolves complaints from constituents as delegated by the Streets Department’s office, operations staff, or supervisor.
  • Prepares comprehensive flood assessment reports, which may be in written or oral format.
  • Responsible for attending Pre-Construction meetings with contractors, property owners, developers and to make and document on-the-field-changes as required.
  • Investigates incidents involving damage to city utilities within the public right-of-way, such as sewer lines and streetlight conduits. Reviews permit records and other documentation to identify responsible contractors, initiates contact, and coordinates meetings with all relevant stakeholders to determine the cause of the issue. Facilitates communication between the responsible party and the affected department to assist in determining corrective actions. Communicates the final resolution to the reporting party in a timely manner, ensuring they are informed of the outcome.
  • As vital part of their responsibilities, this role involves monitoring the public right-of-way on a daily basis to ensure no unpermitted work is being conducted and enforces department policies and standards.
  • Ensure contractors close their right-of-way permits prior to expiration, and properly document and log the required inspection results.
  • Performs other related job duties as assigned.
