Employees work where needed, at a job site several days a week and off-site as needed. In this position, you can expect to be in the office three days per week. Employees must work within the state of Colorado on their off-site days. In this position you can expect to work on site at the Webb Municipal Building at least three days per week. Who We Are & What You’ll Do The Department of Finance (DOF) is responsible for the fiscal health of the city. The DOF leads fiscal analysis and guidance, property assessments, budgeting, accounting functions, enforcement of fiscal policies, practices and procedures for the entire City and County of Denver. The DOF fulfills the state statutory responsibilities for tax assessment and collection. DOF also manages the City’s debt portfolio and investment portfolio. The DOF commits to delivering these services through a financial structure that reflects the best practices of both the public and private sectors. This commitment promotes better service, enhanced performance measures, maximum accountability, and improved business processes. The City and County of Denver is launching a unified Vibrant Denver Bond Office dedicated to delivering the $950 million Vibrant Denver Bond Program, passed by voters in November of 2025. Requirements

  • Education requirement: Bachelor's Degree in Business, Management, Public Administration, or a related field.
  • Experience Requirement: Three (3) years of professional project management experience in the related occupational group including planning, managing, and scheduling projects and preparing and reviewing contract documents.
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.

Responsibilities

  • Performs advanced professional level project management work on complex, multifaceted projects from inception to completion including the management and coordination of projects that facilitate general obligation bond program operational and delivery goals, strategic partnerships, and development and administration of grants and other supplemental funding sources for projects.
  • Leads project management work by managing, coordinating, and directing large, complex, multi-disciplinary development, partnership initiatives and general obligation bond and capital improvement programs including project initiation, development, production/execution, and closing/maintenance and project coordination with city departments, elected officials, affected community and business organizations, and other internal/external stakeholders.
  • Consults with managers, elected officials, and stakeholders to determine and establish project strategic partnership plans and goals, formulates and defines scope of work and objectives, and develops project work plans including time frames, funding limitations, contract costs, risk factors, staffing requirements, and allotment of available resources to various phases of a project.
  • Monitors the progress and quality of projects and resolves problems and project barriers by identifying strategies and approaches to overcome barriers.
  • Develops project budgets, schedules, work plans, and cost estimates/projections, administers and monitors contracts including contract negotiation and preparation of contract recommendations, and monitors projects for conformance to approved plans and contract specifications.
  • Directs the development and administration of contracts within the functional area, which includes drafting RFPs for professional and services contracts, forming committees for evaluation and selection of applications, monitors expenditures, evaluates performance, and ensures contract compliance.
  • Develops and maintains effective working relationships with a broad spectrum of key officials and partners outside of the organization in order to effectively gain necessary executive, legislative, and related support for management decisions on priorities and goals.
  • Manages, coordinates and directs consultants and external and internal agencies and partner organizations, ensuring consistent communications, aligned program and project execution and financial and project status monitoring and reporting.
  • Leads and directs development and administration of grants and other supplemental funding sources for projects.
  • Matrix manages and/or coordinates and directs the work of consultants and related personnel who have been assigned responsibility for various projects and/or portions of a project and defines and manages the overall change control processes and quality assurance aspects of the project to ensure project success.
  • Performs other related duties as assigned.
