GRADE 19 LOCATION OF POSITION This position is located at 100 S. Charles Street in the beautiful Inner Harbor neighborhood of downtown Baltimore, MD 21201. Main Purpose of Job The Office of Strategic Initiatives (OSI) seeks to advance the Department's highest priority, high ­profile initiatives and most critical, innovative programming unique to the agency, including Labor's sector-based, industry-driven portfolio. The role of the Strategic Initiatives Program Manager is to develop, execute, and implement programs related to grants Labor receives that are deemed high priority initiatives. The Program Manager will be responsible for the management, execution, control, and completion of grant-specific programs. The Program Manager will be responsible for developing and reviewing reports submitted by partners to evaluate and determine pe1formance levels and best practices in the field. The program manager will provide support to the Cyber Maryland program, including managing various workstreams, drafting memos, and working with various stakeholders. To start, this position will be responsible for the management of the Office's cyber/IT including, but not limited to the Accelerating Cyber Careers initiative and EARN Maryland cyber/IT investments. The position will also manage any programmatic investments made by the Cyber Maryland program. It is important to note that initiatives and projects may shift based upon the needs of the Office.

Requirements

  • Bachelor's degree from an accredited college.
  • At least one year of grant management experience.
  • At least one year of workforce development experience.
  • Experience or knowledge of pathways to employment in the cybersecurity field and the related workforce needs of cyber/IT professionals.
  • Knowledge of emerging technologies.
  • Proficiency in virtual meeting platforms, Microsoft Office Suite, and Google applications.

Responsibilities

  • Plan, execute, and monitor high priority grant programs.
  • Provide input during the creation and preparation of grant applications related to special populations.
  • Develop, administer, and manage contractual relationships with subgrantees.
  • Interpret and explain policy to staff, subgrantees, stakeholders.
  • Provide technical assistance to subgrantees to ensure program success.
  • Develop reporting schemas and guidance to assure compliance with state and federal funding requirements.
  • Prepare quarterly, monthly, or annual progress reports for division management to assess program progress.
  • Prepare quarterly or monthly program reports as required by funders.
  • Review and assess program and expenditure reports to ensure grants are on track to meet deliverables.
  • Acts as Department representative to key stakeholders including business leaders, Governor's Workforce Development Board, federal, state, and local agency partners, Education, non-profit, higher education, local workforce boards and other partners as appropriate.
  • Provide support, as needed, to Cyber Maryland program.
