Position Overview The Strategic Communications Change Manager (SCCM-IV) leads the strategic communications and governance support efforts for the Office of the Deputy Chief Financial Officer (ODCFO) under Task 1 (Mission Support). This role is pivotal in managing high-level governance forums, such as the Deputy Management Action Group (DMAG) and Financial Improvement and Audit Remediation (FIAR) Governance Board, while ensuring consistent, high-quality messaging across the Department. The SCCM-IV provides direct support to senior leadership, facilitating large-scale collaboration events and developing critical content for internal and external stakeholders, including Congress and OMB.

Requirements

  • Bachelor’s degree in Communications, Public Relations, Journalism, or a related field.
  • Minimum of 5 years of concurrent experience providing strategic communications support in the Department of War (DoW) for a one-star general or equivalent civilian, or higher grade.
  • Expertise in strategic messaging and executive communications for senior government leaders.
  • Strong proficiency in organizing and facilitating high-level governance meetings and town halls.
  • Exceptional writing and editing skills for drafting talking points, scripts, and congressional reports.
  • Ability to manage complex stakeholder relationships across Military Departments and Defense Agencies.

Nice To Haves

  • Preferred: At least 2 years of concurrent experience preparing deliverables similar to FIAR Reporting (Deliverable 4.4).

Responsibilities

  • Governance & Event Management: Organize, execute, and support key governance meetings (e.g., DMAG, FGB) and large-scale town halls, handling all aspects from agenda setting and logistics to running roll calls and producing executive-level meeting minutes.
  • Strategic Content Development: Develop high-quality, compliant meeting materials, presentations, and talking points for senior leaders, ensuring a consistent structure and message across the ODCFO.
  • External Reporting & Messaging: Support the development of critical internal and external reports, including the Agency Financial Report (AFR), FIAR Report, and Congressional briefings, ensuring alignment with OMB and GAO guidance.
  • Stakeholder Communication: Coordinate with Principal Staff Assistants (PSAs), Military Departments, and the DoW OIG to gather inputs and draft communications for distribution to the wider DoW community.
