About The Position

The Stormwater Field Crew Leader will coordinate, manage, and actively participate in the daily operations of a field crew performing stormwater infrastructure maintenance and repair. This position oversees tasks such as pipe and catch basin installation, ditch work, channel stabilization, debris removal, and seasonal services like leaf collection and snow removal. The Crew Leader will supervise and train up to eight employees, operate heavy equipment, ensure compliance with safety standards, and maintain accurate work records. This role reports to the Stormwater Supervisor and plays a key part in delivering reliable and efficient stormwater services to the community.

Requirements

  • High School Diploma or GED equivalent.
  • Possession of a Class A Commercial Driver’s License (CDL) issued by the State of North Carolina.
  • Good driving and safety records.
  • At least two (2) years of experience in a lead or supervisory role.
  • At least two (2) years of experience operating heavy motorized equipment.
  • At least two (2) years of experience in semi-skilled stormwater-related maintenance or construction work.
  • At least two (2) years of experience maintaining inventory and using traffic control equipment.
  • Minimum age of 21 years.
  • Ability to lift 50 pounds.
  • Good knowledge of traffic rules, regulations, and safety procedures.
  • Comprehensive knowledge of equipment, tools, construction, repair, and maintenance methods related to stormwater infrastructure; understanding of occupational hazards and safety precautions associated with equipment operation.
  • Skilled in the use of equipment and tools of the trade.
  • Ability to read and interpret as-builts, street location maps, and detailed reports.
  • Ability to successfully complete courses in stormwater construction, safety, snow removal, storm debris cleanup, supervision, and related topics through APWA, ITRE, or other agencies.
  • Ability to work in extreme weather conditions for extended periods.
  • Availability for on-call assignments.
  • Ability to obtain Standard First Aid/CPR certification.

Responsibilities

  • Leads and participates in the completion of daily assignments in the work of unskilled and semi-skilled workers in the basic repair, maintenance, installation and/or construction of stormwater conveyances and structures.
  • Performs and assists in performing maintenance, repair, installation and/or construction tasks.
  • Discusses job requirements with and receives detailed instructions from supervisor.
  • Prepares complete daily work orders with details of actual work performed.
  • Trains and instructs subordinates.
  • Completes written draft of performance evaluations for staff and reviews with Supervisor.
  • Provides guidance and supervision of Motor Equipment Operators I, II, III and brick mason.
  • Trains Motor Equipment Operators in the operation of equipment.
  • Operates heavy vehicles requiring commercial driver’s license (CDL), road tractor and tanker, lowboys, heavy front-end loaders, trackhoe, large dozers, and tandem 10 yd. dump truck, backhoes, etc., to perform maintenance activities on stormwater infrastructure and/or street/roadways and to transport other employees, materials and supplies to work sites.
  • Oversees and assists in the maintenance and cleaning of assigned equipment, buildings, etc.
  • Must be able to coordinate and deal with the public and citizens.
  • Uses hand tools, including but not limited to hoes, shovels, rakes and other tools needed to perform various types of manual labor.
  • Supervises crews for the collection of leaves, snow and storm debris removal.
  • Ensures crew is following proper traffic control practices as established by MUTCD and the City Safety Standards and Policies.
  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.
