About The Position

Important: To be eligible for this position all candidates must currently be serving Permanent in the Civil Engineer title. The Bureau of Environmental Planning and Analysis (BEPA) is responsible for the implementation of the inspection and enforcement Program of the State Pollution Discharge Elimination System (SPDES) Industrial Stormwater Multi-Sector General Permit (MSGP) in the Municipal Separate Sewer System (MS4) area. Through the Municipal, Industrial and Commercial Program, BEPA inspects applicable facilities covered under the SPDES MSGP and assesses unpermitted industrial and commercial facilities to determine their potential need for SPDES permit coverage. In addition, BEPA manages the Pollution Prevention & Good Housekeeping (PPGH) for Municipal Operations and Facilities under the NYC MS4 permit and provides technical support to city agencies. BEPA seeks to hire a Civil Engineer for the MS4 Municipal, Industrial and Commercial Program in the Watershed Management and MS4 Compliance Unit located in Queens, NY. Under direct supervision, the selected candidate will perform supervisory civil and environmental engineering work of high difficulty and responsibility in the field, and office. The selected candidate will lead a team of field inspectors and engineers in support of the industrial stormwater MSGP, PPGH, and construction/post-construction stormwater inspections and enforcement according to the SPDES Municipal Separate Storm Sewer permit. The selected candidate will provide support for the program including facility inspections, enforcement, stormwater pollution prevention plan review, permit and compliance tracking and training. He/she will also perform additional work to support MS4 permit and stormwater program such as planning, coordination, inspection, implementation and assessment of stormwater management projects, engineering and design research, investigation, studies and site-specific recommendations for stormwater management and pollution prevention practices. The selected candidate will review maps and stormwater pollution prevention plans in connection with the MS4 permit to ensure compliance with the provision of law, rules, or regulations.

Requirements

  • To be eligible for this position all candidates must currently be serving Permanent in the Civil Engineer title.
  • Four (4) years of full-time, satisfactory experience in civil engineering work
  • A valid New York State Professional Engineer’s License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.
  • A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in “1" above.
  • In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
