About The Position

This position serves as the administrator for the Construction Compliance Section. The incumbent develops and implements plans, objectives, and policies for a compliance oversight program to provide assurance that the quality of phase I, II, and III engineering is in accordance with procedures, policies, and specifications and that the measurement of construction quantities are accurate. This position develops and directs forensic engineering techniques to detect and deter fraud, waste, abuse, and misconduct. The incumbent administers the monitoring of construction contract compliance which covers such areas as the Equal Employment Opportunity (EEO) workforce composition, prevailing wage rates, and Disadvantaged Business Enterprises (DBE) utilization.

Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Ten years of experience in civil engineering.
  • Six years of supervising staff and managing engineering functions.
  • Valid driver’s license.
  • Frequent district-wide travel, occasionally on short notice, and occasional statewide travel that may include overnight stays.
  • Successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Responsibilities

  • Oversees state and federally mandated Disadvantaged Business Enterprises (DBE) participation on department construction contracts for compliance with those laws and relevant contract DBE utilization.
  • Oversees the coordination of field reviews which monitors requirements for contract compliance, Equal Employment Opportunity (EEO) and labor, prevailing wages, and DBE utilization.
  • Provides updates to and coordinates with the Investigations Section regarding violations identified during these field reviews and through complaints received both internally and externally.
  • Ensures close teamwork and cooperation with staff in the Bureau of Small Business Enterprises.
  • Serves as the spokesperson on matters concerning construction and materials issues.
  • Provides policy interpretation, responds to inquiries, and solicits support for the development of new initiatives.
  • Develops policies to ensure consultant firms comply with all applicable state and federal regulations.
  • Prepares reports for executive management as needed.
  • Serves as the subject matter expert for construction related investigations.
  • Performs duties in compliance with departmental safety rules.  Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
