About The Position

To provide a solid Human Resource management foundation, responsible oversight, and creative solutions through a collaborative approach with all stakeholders to maximize the potential of our greatest asset – OUR EMPLOYEES. Our agency supports second-chance employment for individuals who were previously incarcerated or justice-involved. The Talent Acquisition division within OSHR provides comprehensive needs assessment and collaborative consultation for agencies and universities to develop and implement effective recruiting and staffing solutions, thus enabling them to meet and exceed established goals and objectives. Under the direction of the OSHR Talent Acquisition Manager, the Talent Acquisition Consultant serves as a statewide resource to human resources divisions across state agencies, university and community college system offices, boards, and commissions. This position works collaboratively with the OSHR Talent Acquisition Team to support and sustain a comprehensive, effective recruitment and onboarding strategy for the State of North Carolina.

Requirements

  • Hands-on experience working with HR systems such as Workday, including troubleshooting and optimization.
  • Experience with Form I-9s and the E-Verify system.
  • Demonstrated experience delivering training programs on HR programs, policies, and compliance requirements.
  • Experience providing consultative guidance to agencies on recruitment strategies, compliance, and HR system use.
  • Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution, and 2 years of experience required; or High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources; or equivalent combination of education and experience.

Responsibilities

  • Data Integrity and Compliance: Audit and maintain accurate records for Form I-9 and Employment Authorizations within Workday and the statewide E-Verify system to ensure compliance with federal and state requirements.
  • Training and Education: Support training programs on Workday functionality, recruitment policies, applicable laws, and compliance standards.
  • Recruitment Strategy and Partnership: Collaborate with agency recruiters to provide consultative support on talent strategies, sourcing methods, and social media recruitment best practices.
  • Outreach and Candidate Engagement: Support OSHR-sponsored career fairs and events and provide applicant support and education regarding the State application process.
