About The Position

Within the Emergency Management Agency, to maintain and coordinate statewide floodplain management policies to accomplish comprehensive flood loss reduction; to administer the federal grant-funded Flood Hazard Management Program, which provides floodplain management assistance to Rhode Island communities; to perform a wide variety of analytical and planning work in developing state and local emergency plans, or, to provide oversight for a major emergency management program; and to do related work as required.

Requirements

A thorough knowledge of the Federal Emergency Management Agency planning process, all-hazards and risk reduction techniques and procedures; a working knowledge of Federal hazard assistance programs & grants; a working knowledge of the principles and techniques of effective communications; a working knowledge of information dissemination practices and techniques; a working knowledge of personal computers and database management software websites & databases; a working knowledge of the background and objectives of emergency management programs; a working knowledge of the nature and effects of various types of natural and man-made disasters; the ability to interpret program rules in to meaningful programs for state and local communities; the ability to communicate effectively through a variety of media; the ability to prepare and present oral reports of considerable complexity with clarity and persuasiveness; the ability to foster and grow the whole community concept; and related capacities and abilities.
Education: Possession of a bachelor’s degree in Emergency Management, Homeland Security, Fire and Life Safety, or related field; and Experience: Considerable experience in emergency management in a private, local, state or federal emergency management agency or similar public safety related organization. Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
Must obtain and maintain a valid Motor Vehicle Operator's license.
Must obtain and maintain certificates of training for ICS 100, 200, 300, 400, 700, and 800.
Must obtain and maintain completion of FEMA Professional Development Series.
Must obtain and maintain status as a nationally recognized Certified Floodplain Manager (CFM) through the Association of State Floodplain Managers.
Proficiency in ArcGIS Pro is required to support planning, mitigation, and operational situational awareness activities.
This position will serve in the Planning Section Chief role during State Emergency Operations Center (SEOC) activations and must obtain credentialing for the position of planning section chief within one year of appointment.

Responsibilities

Within the Emergency Management Agency, to maintain and coordinate statewide floodplain management policies to accomplish comprehensive flood loss reduction.
To administer the federal grant-funded Flood Hazard Management Program, which provides floodplain management assistance to Rhode Island communities.
To perform a wide variety of analytical and planning work in developing state and local emergency plans, or, to provide oversight for a major emergency management program.
To participate in major preparedness, response, recovery and mitigation drills, exercises and operations.
To coordinate projects and negotiate programs with the Federal Emergency Management Agency (FEMA) and local governments.
To provide floodplain management technical information and assistance to state agencies, community officials and the public concerning the National Flood Insurance Program (NFIP).
To review state and local plans, policies and procedures.as well as be responsible for assisting locals, businesses and other public and private partners’ build plans.
To determine whether proposed risk reductions measures are consistent with existing codes and are cost effective.
To independently negotiate and execute an annual work program and budget directly with FEMA that supports federal and state objectives for communities participating in the National Flood Insurance Program.
To negotiate (NFIP) program changes as priorities shift during the year.
To assume responsibility for quarterly reporting to FEMA.
To plan and implement policies consistent with FEMA’s guidance.
To continually evaluate and improve the state model ordinance, to ensure compliance with FEMA’s statutes and polices.
To develop improvements to help ensure consistency in interpretation and implementation of the NFIP and ensure a responsible and consistent approach to enforcement at the community level.
To coordinate FEMA’s flood hazard mapping program and function as the point-of-contact/liaison between communities throughout Rhode Island and FEMA.
To follow legislative bills and coordinate with other state agencies and programs to ensure that, the state does not adopt regulations that would jeopardize participation in the NFIP.
To provide accurate guidance to resolve complicated flood insurance and flood hazard mapping issues.
To provide ordinance interpretation of development standards to local code officials, architects, engineers, and consultants related to projects.
To respond to inquiries from a wide array of constituents, community officials, property owners, lenders, insurance agents, surveyors, engineers and public inquiries from legislators, Congressional staff, attorneys, and the media.
To handle complex technical assistance requests that require research in order to provide an appropriate and timely response.
To represent the State of Rhode Island at regional and federal policy discussions with FEMA, including national meetings and conferences.
To be responsible for the performing community assistance contacts/visits to assess community compliance with the National Flood Insurance Program (NFIP).
To customize and review local floodplain management ordinances.
To advise clients and track compliance in communities undergoing new flood hazard mapping.
To use GIS to map individual properties to determine, whether they are in a mapped flood hazard.
To write and execute an annual work agreement with FEMA, which serves to accomplish FEMA’s objectives to: (1) reduce the risk to improved property and loss of life during flood events; (2) reduce the amount of disaster assistance paid out for flooding events; (3) make flood insurance available to those at risk; and (4) require development standards for building/improving in flood prone areas.
To develop and deliver workshops and presentations tailored to the specific audience, including, local code officials (ordinance administration & enforcement), insurance agents (flood insurance), real estate professionals (flood hazard determinations/flood hazard mapping/flood insurance), and professional land surveyors (map amendments/elevation certificates).
To provide print and web accessible guidance materials on floodplain development/flood insurance/flood mapping.
To support other planning efforts across the planning spectrum as directed.
To perform Emergency Operations Center duties as required during an incident.
To do related work as required.
