About The Position

Position #65036128 This is a time-limited position. It is full-time (40 hours per week) with State Benefits for a limited time. Although the length of time this position will be active cannot be determined, it has the potential to extend up to 3 years (36 months). This position will serve as the State Energy Office Deputy Director for the NC Department of Environmental Quality (DEQ), State Energy Office, working with the Director to plan and manage programs and manage the Weatherization Assistance Program and the Finance & Budget Unit within the Division. The position is responsible for establishing division and program goals, developing work standards, program management and reporting, and monitoring and reporting of fiscal management to meet the DEQ mission.

Requirements

  • Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and six years of progressive experience in environmental work including two years in a supervisory capacity; or an equivalent combination of education and experience.

Responsibilities

  • Oversees the Weatherization programs and the Finance and Budget Unit, including three program managers that are direct reports.
  • Assists with office policy and planning, including monitoring, analyzing and determining implications of policy actions.
  • Assists the State Energy Director in establishing annual budgets, and monitoring and reporting of costs and expenditures related to funds managed by the office for the above programs.
  • Works with the Energy Director and others to submit Federal grant applications, and on the development, implementation, tracking and reporting of Federally funded energy programs in North Carolina.
  • Interacts with other DEQ divisions, state agencies, and Federal agencies to meet budget, grant and compliance obligations at the state and federal level.
  • Interacts with the public and other external partners as needed.
  • Establishes, develops and revises work standards and internal operating policies/procedures to meet agency, state and federal goals and objectives for energy policy, planning and programs.
  • Works with Energy Office leaders to develop, measure and evaluate operational goals for the State Energy Office including workforce and organizational development, financial, project management, and marketing.
