About The Position

This classification plans, designs, organizes, implements, manages, facilitates, and evaluates recruitment at all organizational levels. The incumbent will report to the Deputy Director of Human Resources but will work closely with all Department Heads to discover their recruitment needs as a department. This role will provide functional leadership for the recruitment function, including driving strategy, standards, and compliance. We are seeking someone to help us build a motivated and engaged staff.

Requirements

  • Requires a Bachelor’s degree in Human Resources Management, Business Management, Business Administration, or a closely related field
  • A minimum of four (4) years of experience in a recruitment or talent acquisition role.
  • At least three (3) years of experience leading and managing teams.
  • Strong understanding of Applicant Tracking Systems and recruitment metrics.
  • A combination of experience and education will be considered

  • PHR or SHRM-CP preferred
  • Experience with ADP WorkforceNow Recruitment experience preferred

Responsibilities

  • Manage the recruitment processes and productivity across the City.
  • Participates in the interviewing and hiring process by scheduling interviews, facilitating interviews, and managing interview schedules
  • Oversee the performance of assigned staff and provide regular feedback and coaching.
  • Establish baseline goals for recruitment efforts, regularly measuring and being accountable for Return on Investment (ROI).
  • Provide data and reporting as required, at least monthly.
  • Oversee employee onboarding to ensure a smooth transition from recruitment to onboarding.
  • Present strategies for maintaining staff engagement and workforce motivation.
  • Implement strategies to identify and attract top talent, both internal and external.
  • Manage multiple recruitment platforms, including internal and external software, licenses, and memberships to recruit and identify high-quality candidates.
  • Establish recruiting requirements by studying organizational plans and objectives, meeting with department heads to discuss needs, and understanding job descriptions and corresponding qualifications for candidates.
  • Implement diversity and inclusion initiatives.
  • Develop and implement best practices to build applicant sources by researching and contacting colleges, outplacement agencies, recruiters, media, and internet sites; providing organizational information and opportunities; making presentations; and maintaining rapport.
  • Attend job fairs and local recruitment events.
  • Mitigate legal challenges by understanding current legislation; coaching units, recruitment teams, and managers on compliance; and recommending new procedures.
  • Train managers on best practices and techniques for effective interviewing.
  • Maintain applicant and position data using necessary tools; collect and analyze data to refine recruitment strategies for the future.
  • Assist in the development, implementation, and utilization of enterprise workforce planning tools and metrics for anticipatory staffing.
  • Establish and maintain recruitment KPIs and dashboards to provide leadership insights.
  • Aggregate performance metrics and workforce trends to influence hiring strategies.
  • Collaborate with hiring managers and business leaders to align recruiting strategies with organizational goals.
  • Ensure that recruitment and hiring practices comply with national and local employment laws.
  • Work closely with Public Affairs on marketing and advertising related to recruitment efforts.
  • Accomplish human resources and organizational missions by completing related tasks as needed.
