About The Position

Under the general direction of the Deputy Director and Assistant Deputy Director of the Division of State Financial Assistance (DSFA), the Branch Chief of the Loan Closing Branch (LCB) oversees and directs a team of professional staff responsible for the loan closing, disbursement, and compliance functions of state-funded multifamily housing programs and related infrastructure programs. The Branch Chief ensures timely execution of legal documents, collaboration and coordination with internal stakeholders including but not limited to Legal Affairs Division, Division of Federal Financial Assistance, Business Services and Contract Branch as well as external stakeholders to ensure timely construction and permanent closings in adherence to programmatic and regulatory requirements. The incumbent serves as the Division's key leadership role in streamlining loan closing processes, identifying and managing risks, and dealing with sensitive transactions, while supporting the Department's mission to expand affordable housing across California.

Requirements

  • Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).
  • HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be conducted in California and cleared prior to being hired.

  • Leadership and Supervision: Describe your experience overseeing complex loan closing processes for multifamily or similar housing programs.
  • Program and Policy Development: Provide an example of a time you led a revision of a policy or program to streamline processes. What was the proposed revision, how was it identified, how did you gather support and implement. What was the outcome?
  • Management: Explain how you have managed a high-volume workflow or funding pipeline to meet critical deadlines. How did you track outcomes and measure performance?

  • Project and Change Management: Demonstrated success in managing large-scale projects, streamlining processes, and implementing change initiatives.
