The Capitated Rates Development Division (CRDD) is responsible for the development of Medi-Cal managed care capitation rates and the implementation of financial policy impacting more than 10 million Medi-Cal beneficiaries across California's 58 counties. Under general direction of the CRDD Division Chief, (CEA Level B) the Staff Services Manager III (SSM III) plans, organizes, directs, and reviews the work of multiple sections responsible for financial analysis and review, policy development, and program implementation activities. The SSM III assist in reporting analyses and policy changes required for Medi-Cal budget assumptions (Local Assistance Estimate) to the DHCS Fiscal Financial Division (FFD). The SSM III's sections perform non-actuarial functions related to development, analysis, and implementation of Medi-Cal managed care capitation rates, provision of technical assistance to assigned health plans, and implementation of financial policies including directed payments and other provider payment arrangements. The incumbent independently oversees financial program operations impacting Medi-Cal managed care plans, advises the Division Chief on complex financial policy and technical calculations, and represents the Division to internal and external stakeholders. This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving office.
