About The Position

ProSidian Seeks a Staff Engineer | Civil/Structural Engineering [CSB004] Key Personnel | Sr. Engineer / Scientist Labor Category - MID LEVEL Exempt Professional aligned under services related to NAICS: 541611 located CONUS - Charlotte, NC, Arlington, VA, Bethesda, MD, Washington, DC, or remotely supporting an independent federal agency investinating chemical accidents to protect workers, the public, and the environment. Seeking Staff Engineer candidates with with relevant Government And Public Services Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Government And Public Services Sector Clients such as CSB. This as a Contract Contingent or Contract W-2 (IRS-1099) Position and ProSidian reserves the right to convert to a Full-Time ProSidian employed W-2 Position. JOB OVERVIEW Provide services and support as a Civil/Structural Engineering Support Services (Staff Engineer) in the Government And Public Services Industry Sector focussing on Engineering Solutions for clients such as The United States Chemical Safety and Hazard Investigation Board (CSB) | The United States Chemical Safety and Hazard Investigation Board (CSB) Located In CONUS - Charlotte, NC, Arlington, VA, Bethesda, MD, Washington, DC, or remotely and across the CONUS Region.

Requirements

  • ProSidian shall have the necessary skill and personnel to conduct the scope described in Structural Engineering Tasks Listed .
  • Civil/Structural Engineering Professionals in support of the tasks under this contract shall have, at a minimum, the following experience and credentials:
  • shall possess or acquire any training or certifications needed to enter chemical facilities, where necessary;
  • A degree in Civil Engineering or Structural Engineering and must have professional engineering licensure;
  • must be able to provide damage assessments of industrial facilities that have experienced damage from chemical incidents;
  • must have experience assessing the structural integrity of facilities that have experienced severe damage;
  • must have the training and equipment necessary, where required, to wear a respirator within the facility or have the ability to obtain such training and equipment on short notice;
  • must have the required training, certifications, and licenses to record aerial images via unmanned aerial vehicles (drones); and
  • must have Urban Search and Rescue (USAR) training, including the Advanced Structures Specialist training certification by the US Army Corps of Engineers and the Federal Emergency Management Agency (FEMA).
  • Proficiency in structural analysis software such as SAP2000, ETABS, or STAAD.Pro, as well as CAD software like AutoCAD or Revit, is often required.
  • Familiarity with relevant building codes, regulations, and industry standards is also essential.
  • Strong written and verbal communication skills are important for effectively communicating with clients, team members, and stakeholders. This includes the ability to prepare technical reports, presentations, and documentation.
  • Experience in project management, including planning, budgeting, scheduling, and resource allocation, is often required for higher-level roles.
  • Leadership qualities such as decision-making, problem-solving, and the ability to mentor and supervise junior staff members are important for roles at the senior and management levels.
  • Due to the evolving nature of engineering practices and technologies, a commitment to continuing education and staying updated on industry trends, codes, and best practices is essential for all levels of engineering roles.
  • A bachelor's degree in civil engineering or a related field is typically required for entry-level positions.
  • Many positions, especially those involving the design and oversight of structural projects, require licensure as a Professional Engineer (PE). This usually involves passing the Fundamentals of Engineering (FE) exam, gaining relevant work experience, and passing the Principles and Practice of Engineering (PE) exam.
  • Excellent oral and written communication skills (This employer participates in the e-Verify program).
  • Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)
  • Proficiency in project management methodologies and tools.

Nice To Haves

  • Higher-level roles may require a master's degree or Ph.D. in civil engineering or a specialized area.
  • The ideal candidate is advanced with Excel, Access, Outlook, PowerPoint and Word, and proficient with Adobe Acrobat, data analytic tools, and Visio with the ability to quickly learn other tools as necessary.

Responsibilities

  • Evaluate structures, brief Government investigation team on building construction, structural systems, damage severity, safety, and hazards.
  • Perform or facilitate necessary testing and analysis to assess structures.
  • Assess and report on structure safety for entry, identify safe entry paths, and recommend mitigative work if necessary.
  • Re-evaluate and report potential structural hazards in areas of entry, noting any changes since previous assessments.
  • Conduct or facilitate testing and analysis to evaluate structures.
  • Provide daily safety briefings to investigation team, ensure hazard awareness, and outline emergency procedures.
  • Assist team during site entry, conduct continual observations, and provide recommendations on structural risks and entry routes.
  • Revise entry plans as needed based on site and environmental conditions.
  • Provide personnel and equipment for aerial photography and videography.
  • Utilize aerial drones to gather data for safe entry and investigation.
  • Perform consulting services on building codes, damage assessments, or other topics as requested by CSB.
  • Develop reports on requested subjects, review CSB products, and provide recommended edits.
  • Draft reports detailing structural integrity issues, including analysis, findings, and conclusions.
  • Consult with Government on investigation discoveries, provide expert analysis and feedback, and develop drawings for protocols and work products.
  • Conduct or facilitate testing, research, or hazard mitigation to evaluate or ensure safe entry into the area of interest.
  • Attend meetings as determined by the Government, including pre-incident meetings and those based on project complexity, estimated at five to six meetings of one hour each for each assigned task.
