About The Position

In order to be considered for this position candidate must be serving permanently in the title of Staff Analyst, or reachable on Civil Service list for Exam #3116. Parking Operations Planning and Analysis (POPA) is a division of DOT’s Traffic Operations and plays a significant role in managing the City’s 14,000 meters, mobile parking payment app, eight (8) garages, including various disability permits, approximately 90,000 on-street parking spaces, and off-street spaces and permits. With an annual revenue of over $250 million and related assets - meters, permits, keys, vehicles, security related business products, database and inventory systems, personnel and equipment valued in excess of $90 million. The Compliance and Management Oversight Group (Compliance Group) is seeking to hire one (1) Staff Analyst Level 2, reporting directly to the SOP Compliance Coordinator to assist in the development of standard operating procedures manuals for various groups/units to ensure adherence to applicable laws, regulations and internal policies. Responsibilities include but may not be limited to the following:

Requirements

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
  • A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
  • An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.
  • A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above.
  • College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

Responsibilities

  • Assist in performing research of current laws, regulations, directives, internal policies and best practice for public administration to align with SOPs.
  • Assist in the development of comprehensive standard operating procedures (SOPs) for programs, functions and operations for groups/units within Traffic/Parking Operations.
  • Liaison with various groups/units to schedule meetings, interviews and walkthroughs.
  • Document walkthroughs in memo, reviewing documentation, preparing workflow diagrams of current procedures.
  • Create and update tracking sheets and create folders/files to ensure that files are saved in an organized manner.
  • Prepare training materials to effectively teach groups/units.
  • Design and implement templates and spreadsheets to support groups/units.
  • Assist in special projects, PCI Coordinator as needed to update standard operating procedures related to changes in PCI compliance standards.
  • Assist with other duties, special projects, update spreadsheets, and handles ad-hoc requests as needed.
