About The Position

The pos ition is responsible for the State Rental Assistance Program (SRAP) and the 811 Tax Credit Referral System. The role involves communicating with clients, case managers, and landlords; processing tenancy approvals; tracking violations and occupancy matters; issuing vouchers; conducting briefings; and assisting with re certifications and data entry. This position also prepares documentation for management review, handles formal information requests, and supports program compliance activities, including verifying unit availability, coordinating with case and property managers, and matching eligible clients to available units to expedite leasing. The incumbent also tracks referrals and vacancies, prepares reports for management and HUD, and develops process improvements to enhance program efficiency.

Requirements

  • Knowledge of the general operations and procedures of DSHA, HUD, Federal and State programs, and properties.
  • Ability to orient other employees and to explain organizational policies, rules regulations, and procedures.
  • Knowledge of U.S. Department of Housing and Urban Development’s (HUD’s) housing programs
  • Familiarity with affordable housing policy and programs, especially as it relates to the Public Housing programs.
  • Ability to evaluate issues, explain rules and regulations and communicate effectively both orally and in writing.
  • Knowledge of methods and techniques used in the analysis of managerial and operational problems.
  • Knowledge of the principles, practices and theory of administration and management.
  • Knowledge of statistics and their use as an analytical and evaluative tool.
  • Knowledge of federal, State and local laws, regulations and policies as they pertain to the applicable housing program
  • Knowledge of office practices and procedures.
  • Ability to express and present ideas and conclusions clearly, concisely and effectively.
  • Ability to collect data through interviews and consultations.
  • Ability to prepare clear and concise reports.
  • Bachelor’s Degree in Property Management, Business Administration, Public Administration, or a related field preferred, a minimum of one (1) year of experience in administrative tasks, document processing, data collection and entry, with an emphasis on compiling and maintaining information from multiple sources and compliance.
  • An equivalent combination of education and experience may be considered.
  • THIS POSITION REQUIRES THE SUCCESSFUL COMPLETION OF A CRIMINAL BACKGROUND SCREENING AND A VALID DRIVERS LICENSE .

Responsibilities

  • Reviews and performs statistical analysis and interpretation of collected data relating to policies, procedures, organization, managerial and operational practices; defines and may make recommendations for correcting problems.
  • Analyzes data gathered and develops solutions or alternative methods of proceeding.
  • Provides technical program assistance and assists with resolution of related issues and concerns.
  • Makes recommendations for and assists in the implementation of new techniques or procedures to improve methods of operations, strengthen controls, and effectively utilizes resources.
  • Processes tenancy approvals (RFTAs) promptly and in accordance with Agency partners policy, negotiates rent changes, issues lease violation consequences while ensuring compliance with program rules and deadlines.
  • Maintains tenant files, data and related program records.
  • Completes SRAP program voucher briefings.
  • Completes data entry duties related to annual recertification and new move-ins during busy periods.
  • Processes phone calls and email inquiries from applicants, participants, landlords, case managers and the general public serving as a first point of resolution when questions or problems arise.
  • Prepares documents for release to outside agencies with formal approved requests and releases (example: CLASI).
  • Manages the 811 Referral System by removing ineligible clients and completing weekly, monthly, quarterly, and annual reports for Housing Management, Development, and HUD.
  • Assists with administrative tasks such as copying, scanning and mass mailing to participants.
  • Performs other related duties as assigned.
