About The Position

This is a senior project management and administrative position requiring the effective and efficient overall project management of one or more assigned Transit Capital Construction Projects. Requirements

  • Bachelor’s degree in engineering or closely related field required.
  • At least seven (7) years of increasingly responsible managerial experience in concept planning, preliminary engineering, design and/or construction of urban public transportation capital projects ranging in complexity and scale up to $50 million.
  • Experience in bus and rail capital projects required.
  • Must demonstrate a highly effective record of managing project staff and resources and working with projects stakeholders to achieve a desirable project outcome.
  • Knowledge of computer-assisted design software (such as AutoCAD) and project management software; federal and state requirements regarding public transportation capital projects.
  • Possesses mathematical, technical, and research skills to compile and analyze information from a variety of sources; to provide information to the public in oral or written form and facilitate meetings with citizen groups to explain technical engineering issues.
  • Demonstrates skills to resolves technical conflicts and propose designs to meet a variety of conflicting needs; gather relevant information to solve vaguely defined practical problems and planning and organizational skills to develop and manage engineering programs and projects.
  • Ability to read, interpret and update project accounting and progress records to advise division management on the overall status of project expenditures and work progress.

  • Incumbent must be able to move about the office and between floors; utilize standard office equipment; access filing system/cabinets; and communicate effectively and efficiently in person or by telephone.

Nice To Haves

  • Some direct project management experience preferred.
  • Master’s degree in engineering or construction management or related field preferred.
  • Engineering License required and registration as a Professional Engineer in the Commonwealth of Virginia preferred.
  • Traffic and roadway engineering experience desired.
  • Proficiency in computing in MS Windows environment preferred.
  • Experience working on federally funded transit capital projects required. Transit new starts experience desired.

Responsibilities

  • Provides technical and engineering expertise to successfully guide the development and implementation of transit capital improvements.
  • Works effectively across disciplines, departments, agencies, and contractors to monitor and coordinate the engineering design and reviews.
  • Coordinates and facilitates project reviews and approvals within the Department of Environmental Services and with other County departments/divisions as needed.
  • Coordinates with other public and private sector stakeholders including regional and state transportation agencies, developers, civic associations, and other public groups as needed.
  • For selected projects, manages consultants/contractors performing project development, preliminary engineering, design, construction, scheduling, cost estimating, and project documentation.
  • Responsible for project management, budget control, and quality assurance of assigned projects and responsible for coordinating with and providing technical support on projects managed by other staff or agencies as assigned.
  • Prepares and reviews RFP or IFB contract specifications; reviews proposals and bids on contracts and proposed project/contract revisions and provides technical guidance; assists in the selection of consultants and contractors.
  • Assists County staff in negotiating project design, schedules, and outcomes with citizen groups, utility companies, other local, state and federal organizations, and other special interest groups.
  • Prepares project status reports and presentations. Prepares, updates, and monitors project budgets and schedules.
  • Conducts quality review of project operation to ensure consistency with design integrity, contract specifications, and regulatory requirements.
  • Assists other staff in preparing required reports and funding requests to regional, state, and federal funding agencies.
  • May provide professional engineer seal and signature on drawings and specifications prepared by Engineering Drafters, Engineering Technicians or other Engineers.
