Located within the Washington corridor, CGH has worked successfully with Government, Commercial and International sectors, providing management consulting, software development and facilities/infrastructure design, maintenance and program management support of large, complex operational environments and facilities security maintenance. CGH has an exciting opportunity for a Sr. Technical Writer to join the CGH Team. Purpose: The Senior Technical Writer provides technical writing, editorial, and document management support to the FAA Air Traffic Organization (ATO), Mission Support Services, Policy Directorate (AJV-P), supporting the development, revision, coordination, publication, and archival of regulatory and procedural policies governing the National Airspace System (NAS). The position delivers comprehensive documentation support from concept and design through final review and publication, producing FAA Orders, policy directives, Safety Management System (SMS) documentation, advisory circulars, Notices and General Notices (GENOTs), rulemaking materials, regulatory documentation, briefings, reports, correspondence, and other official communications necessary to support program objectives. Work product development is highly iterative and requires continuous collaboration and coordination with program offices, subject matter experts, management, governmental partners, ICAO representatives, military liaisons, and other internal and external stakeholders.

Requirements

  • 8+ years of relevant experience writing for the federal government.
  • Bachelor's degree in English, Journalism, or Technical Communication or related field
  • Proficiency with Adobe Acrobat
  • Experience with MS Visio
  • Experience managing document workflows in SharePoint and Knowledge Systems Network (KSN).
  • Experience utilizing desktop publishing tools (e.g., Adobe, Quark) to process order revisions and publication updates.
  • Microsoft 365
  • U.S. Citizen or person with a valid U.S. work visa who has lived in the U.S. for 3 or more years.
  • The position is structured as a hybrid role. The customer requires on-site presence at the FAA Headquarters in Washington, DC on a weekly basis. The remaining workdays may be performed remotely.
  • Previous federal technical writer experience required.
  • Comprehensive knowledge of FAA policy structure, air traffic procedures, and regulatory documentation standards.
  • Advanced technical writing and editorial skills.
  • Ability to translate complex operational and regulatory material into clear, concise, and compliant documentation.
  • Strong collaboration and stakeholder engagement skills.
  • Ability to manage multiple iterative document cycles under tight deadlines.
  • Knowledge of records management and document lifecycle controls.
  • Ability to ensure consistency across large and complex directive systems.
  • High attention to detail and organizational skills.
  • Ability to work independently while maintaining continuous coordination with leadership and SMEs.
  • While performing the duties of this job, the individual is regularly required to sit, stand, talk, hear and use a computer/keyboard/mouse for several hours on a daily basis.
  • May require occasional light lifting of up to 10 pounds

Responsibilities

  • Provides comprehensive technical writing, editorial, publication, and document management support for FAA air traffic policy and regulatory documentation impacting the National Airspace System (NAS).
  • Develops, edits, formats, and finalizes FAA Orders, directives, document change proposals (DCPs), Notices, General Notices (GENOTs), standalone orders, rulemaking documentation (including NPRMs and Final Rules for 14 CFR Parts 71 and 73), Safety Management System (SMS) materials, environmental policy documentation, briefings, reports, and official correspondence.
  • Ensures all deliverables comply with Government Publishing Office (GPO) guidance, FAA Orders, established writing standards, and organizational standard operating procedures, maintaining consistency in grammar, punctuation, formatting, and style.
  • Incorporates procedural revisions, regulatory updates, and editorial changes into air traffic directives to ensure technical accuracy, completeness, and compliance.
  • Supports NAS procedural changes related to new systems and technologies, capacity and efficiency improvements, risk mitigation initiatives, UAS integration, ATO Top 5 Programs, ATSAP corrective actions, hazard mitigation efforts, and Safety Risk Management (SRM) panel outcomes.
  • Supports AJV-P's responsibilities as Office of Primary Responsibility (OPR) for designated aviation-related orders and performs Directives Management Officer (DMO) support functions.
  • Manages document lifecycle activities including version control, publication coordination, records management, archival documentation, and policy evolution tracking in accordance with federal requirements.
  • Utilizes desktop publishing tools (e.g., Adobe, Quark, MS Office Suite), Knowledge Systems Network (KSN), and SharePoint to produce, manage, and archive documentation and correspondence.
  • Provides editorial and technical review support for external correspondence reviews (ECRs), procedural interpretations, waiver documentation, Letters of Authorization, information papers, working papers, and international coordination materials, including support to ICAO-related activities.
  • Coordinates with program offices, subject matter experts, Service Centers, operational units, military representatives, and other internal and external stakeholders to support iterative document development and policy implementation.
  • Supports safety and regulatory initiatives by reviewing and formatting SRM documentation, assisting with responses to FAA and NTSB safety recommendations, and ensuring documentation accurately reflects safety mitigations and policy updates.
  • Develops onboarding and proficiency training materials and prepares executive-level briefings, presentations, and stakeholder engagement materials to support leadership decision-making and public communication efforts.
