Reporting to the Program Manager, the Sr. Systems Engineer supports the requirements analysis and verification, testing, development of networks, infrastructure, data architecture, tools, and analytics in service of a federal Navy client. This position is located in San Diego, CA.

Requirements

  • An active secret clearance is required to be considered for this position.
  • Bachelor's degree from an accredited university in an engineering discipline is required.
  • At least 10 years of experience providing systems engineering support to a Navy program office supporting network integration activities.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • Travel Required ~10% travel required.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Responsibilities

  • Identify risks associated with the development and implementation of the NOA Architecture, both external and internal, for efforts in the RDT&E phase of the acquisition life cycle.
  • Identify risks associated with the development and implementation of SoS interface management control processes and products to document interface standards, controlling parameters, and interface agreements for efforts in the RDT&E phase of the acquisition life cycle.
  • Validate data and develop technical drawings that document IT architectures and related specifications and requirements for afloat, ashore, and aloft platforms, including interface agreements, and physical and logical SoS architectures for efforts in the RDT&E phase of the acquisition life cycle.
  • Provide technical support of developing enterprise architecture to support MBSE to the NOA Chief Engineer (includes data structure supporting Systems Modeling Language (SysML) and development of integration with current data models and tools).
  • Monitor and track already established SoS interface management control processes and products to document interface standards, controlling parameters, and interface agreements.
  • Modify existing technical drawings that document IT architectures and related specifications and requirements for afloat, ashore, and aloft platforms.
  • Provide operations and maintenance of all Systems Engineering Technical Management processes across the full range of NOA programs and projects.
  • Monitor, maintain, enhance and manage all system (software/hardware/network/configuration and data management) operations and system administration, integration, and data transfer for modeling and simulation tools, architecture tools, and data repositories within the Naval Integrated Modeling Environment (IME).
  • Evaluate cybersecurity requirements implementation across the acquisition lifecycle to make recommendations on cybersecurity risks and mitigations in support of IPTs, both internal and external to NAVWAR.
  • Develop a roadmap for S&T and provide forecasted NOA systems and capabilities for integration into forward-looking views of the Navy’s Enterprise Architecture (EA), including Target Architecture.
  • Include S&T initiatives and forecasting sync with Government, industry, and academic development activities.
  • Include technical input and reviews of technical documents, market and publication research, and production of S&T Roadmap artifacts.
  • Attend meetings as required and provide technical analysis of meetings and documents to support the S&T Roadmap requirements, analysis, and integration with NOA development activities.
  • Provide input in the review and analysis of Acquisition Engineering documentation for programs in the RDT&E lifecycle (DoDAF documents, Symantec Endpoint Protections, System Design Specifications, Human System Integration requirements and plans, etc.).
  • Bid and proposal support if requested.
  • Other duties as assigned.
