Your role at a glance The Sr. Supply Chain Program Manager is accountable for the procurement, implementation, management, and day-to-day execution of the Construction Services and/or Owner Furnished Contractor Installed (OFCI) equipment program supporting regional data center construction. Construction Services can include General Contractors, Architect/ Engineers, Commissioning, Controls, and related 3rd Party support services. The OFCI Program can include critical mechanical, electrical and power systems, ensuring quality, on-time, and on-budget delivery to construction projects worldwide. The Sr. Supply Chain Program Manager represents the Supply Chain organization and actively engages with the project team on all project strategy and project delivery activities to ensure supply chain strategies are aligned and meet all project build schedules, cost, design and capacity targets. This role requires an understanding of both construction project delivery and capital supply chain management in mission-critical environments.

Requirements

  • Knowledge of best‑practice procurement processes for mechanical/ electrical equipment and/ or construction services, preferably in a Data Center-specific environment
  • Proven year-over-year cost reduction and/or time‑to‑market improvements
  • Knowledge of construction sequencing, logistics coordination, and project controls
  • Demonstrates a working knowledge of best practice procurement processes for Mechanical, Electrical and Data Center-specific equipment and support services.
  • Understanding of sustainability and ESG requirements within capital supply chains
  • Bachelor’s degree in supply chain, engineering, business administration, or relevant field; master’s degree preferred.
  • Demonstrated success managing multimillion-dollar CAPEX portfolios and large-scale supplier agreements.
  • Familiarity with key construction/ OFCI contract terms and conditions and the ability to negotiate such terms to optimize and protect the interests of NTT and the project(s)
  • Excellent stakeholder management, communication, and cross-functional leadership skills.
  • Expertise in strategic sourcing, contract negotiation, and supplier relationship management.
  • Excellent data driven problem solving skills.
  • Superior communication and analytical skills to prepare and present product demand forecasts to best meet company strategic plan and roadmaps. Presentation skills must include familiarity with presenting complex options and alternatives to Senior Management team for decisions and support of overall program goals.
  • Familiarity with ERP systems (SAP, Oracle), construction management tools (Primavera, Procore), and digital procurement platforms (Ariba, Coupa).
  • Able to work in a team environment. Even-tempered and able to work through conflict with others. Manage stress and/or fast pace effectively.
  • 10+ years experience in supply chain, procurement, or project management or equivalent
  • Experience managing capital equipment or GC/ MEP procurement preferably in data center construction, hyperscale, industrial, mission-critical environments.
  • Familiarity with construction sites and factory hazards and ability to navigate project sites safely and in control
  • Perform work from a remote location with stable internet connection
  • Must be comfortable working in a highly critical, fast paced environment with shifting priorities.
  • Must be available by phone during assigned work schedule and after hours for emergency situations.
  • On occasions, must be willing to work outside normal business hours, including weekends, late nights, holidays, and on-call support.

Nice To Haves

  • Certifications like CPSM (Certified Professional in Supply Management), PMP (Project Management Professional), and LEAN / Six Sigma are a plus
  • Two+ years in mission critical/data center construction support including Capital Equipment procurement and program leadership are preferred.
  • Experience with electrical/mechanical system suppliers and system integrators (modules, skids, etc.)

Responsibilities

  • Lead supplier relationship management and own the supply chain lifecycle for the respective Category, including sourcing, qualifying, RFx, evaluation, commercial negotiations, contract negotiations, award, change management support, management escalation, supplier business reviews, closeout, and claims mitigation/ management.
  • Plan, implement, and manage all project specific supply chain construction services and/ or OFCI equipment logistic activities and procedures including, but not limited to, multi-year project forecasts, sourcing, production planning, negotiations, procurement, logistics, quality, distribution, and heavy communication/ alignment with internal and external NTT GDC stakeholders
  • Ensure all construction services and/or OFCI equipment orders are made on time to meet schedule, actively mitigate late performance and deliveries and ensure high rate of on time execution.
  • Partner with project controls and finance to share procurement status, budget utilization, construction/ installation progress, ensuring transparency and cost accountability.
  • Manage impact of project specific design changes with suppliers and ensure fair and reasonable construction services and/or equipment pricing as a core business function
  • Anticipate issues in advance to prevent potential impacts, internally and externally to drive business decisions. This includes an in-depth understanding of the market environment and current events.
  • Monitor and populate key performance indicators (KPI’s) in support of the respective Category being managed. Measure performance against these KPIs and collaborate with stakeholders to evaluate supplier performance and drive continuous improvement.
  • Employ an analytics-based approach to support executive briefings and decision making along with capturing complex project data into program dashboard outputs.
  • Collaborate with stakeholders to identify demand, qualify, and execute selection of suppliers to deliver equipment and services to NTT GDC construction portfolio; support development of supplier allocation methodologies and regular business reviews with vendors to provide feedback and continuously improve supplier performance.
  • Be the first level escalation for all project construction and/or OFCI concerns including vendor or overall supply chain issues (change orders, late deliveries, disputes, invoice accuracy, etc.); investigate, respond, and bring closure to suppliers, buyer’s agent, or other internal stakeholders.
  • Team with Critical Facilities Engineering and Operations groups to communicate extending lead times and obsolescence of components within supply chain activities. Be in the loop and ahead of upcoming or pending design changes which will impact OFCI equipment.
  • Support internal GDC team(s) to renegotiate, extend options, renew, and discontinue supplier framework agreements as required and issue equipment orders under those framework agreements.
  • Ensure suppliers’ readiness and capability for all commissioning schedule and quality requirements.
  • Ensure supplier clarity, alignment and ability to deliver on all project deliverables
