About The Position

This position provides high-level expertise in management, supervision, operations, compliance, and coordination across all Tiny House Village and Enhanced Shelter Programs by overseeing and supporting the Program Managers and their team. The Sr. Shelter Program Manager will be responsible for ensuring consistency, efficiency, and excellence in program operations, staff performance, compliance, and community engagement. This position also acts as a liaison between Program Managers and Senior Management, provides emergency coverage as needed, and ensures adherence to LIHI’s mission and values.

Requirements

  • At least 5 years of experience in human services, housing programs, or a related field, with a focus on low-income and homeless populations.
  • Demonstrated ability to lead and develop teams, set clear performance expectations, and provide constructive feedback.
  • Strong skills in project management, problem-solving, and conflict resolution.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and database management systems such as Monday.Com [//Monday.Com].
  • Excellent written and verbal communication skills.
  • Valid driver’s license and access to a working vehicle.
  • Ability to respond to emergencies and be on-call as needed.
  • A strong sense of ethics, professionalism, and respect for diversity.

  • Familiarity with LIHI’s Tiny House Village and Enhanced Shelter programs is preferred.

Responsibilities

  • Program Oversight
  • Assist in implementing and maintaining consistent protocols and best practices for Shelter Program Managers and other site staff to oversee site operations, staffing, and program delivery.
  • Conduct regular site visits and work in collaboration with the Regional Shelter Program Manager and Program Compliance Manager to evaluate program performance, review site conditions, and ensure staff compliance with LIHI policies.
  • Assist in coordinating the onboarding of new villages, shelters, or housing collaborating with Shelter Program Managers on construction, set-up, and program launch.
  • Regularly audit program data, including client files, reports, and compliance documentation, to ensure accuracy and timeliness.
  • Monitor and manage metrics such as unit turnover, occupancy rates, and client outcomes across all programs ensuring compliance.
  • Staff Supervision and Development
  • Assist in hiring, supervising, training, and evaluating Shelter Program Managers to promote professional growth, accountability, and success in their roles.
  • Conduct performance reviews and provide coaching, corrective action plans, and support for continuous improvement including working through progressive discipline up to termination.
  • Identify training needs and coordinate professional development opportunities for Shelter Program Managers and their teams.
  • Assist in acting as a resource for resolving complex or escalated issues, including staffing, tenant concerns, and program challenges.
  • Foster a collaborative environment by encouraging open communication and teamwork among Shelter Program Managers and their staff.
  • Operational Coordination
  • Assist in overseeing program and maintenance operations across all sites, coordinating with Shelter Program Managers to schedule repairs, third-party vendors, and site improvements.
  • Assist in budgets and approve invoices, ensuring fiscal accountability and alignment with funder requirements.
  • Facilitate communication between Shelter Program Managers and the Senior Management, providing regular reports on program successes, challenges, and needs.
  • Assist in leading weekly meetings with Shelter Program Managers to share updates, gather feedback, and implement organizational priorities. Community Engagement
  • Support Shelter Program Managers in developing positive relationships with neighbors, churches, government officials, and other partners.
  • Represent LIHI at community meetings, funder discussions, and public events, ensuring alignment with organizational goals and public image.
  • Collaborate with the Regional Shelter Program Manager to respond to community feedback and address program-related concerns.
  • Other duties as assigned.
