About The Position

The Shelter Manager (SM) is responsible for the programmatic operations of DAWN's shelter and housing-related services. This person oversees DAWN's shelter and housing services, including advocacy, staff supervision, grant compliance, and reporting. The Shelter Manager supervises the Shelter Operations Lead who coordinates daily operational activities under the manager's direction. The SM ensures facility upkeep, coordinates vendors and projects, and communicates program needs and concerns to the Director of Programs. This role requires strong leadership, conflict resolution, and critical thinking to support residents in crisis and connect them to stable housing. The SM manages competing priorities, ensures adherence to policies and procedures, and responds effectively to both routine and urgent situations involving staff, residents, and clients. Given the changeability of crisis work, the SM is adaptable, able to provide support, and manage conflict situations between staff, shelter guests, and other clients when necessary.

  • Bachelor’s Degree, preferred. Related experience accepted in place of degree.
  • Three years of advocacy experience, two years of program and staff management experience required.
  • Demonstrated ability to lead teams effectively.
  • Strong background in domestic violence, trauma-informed care, the intersection of oppression and domestic violence, and the management of domestic violence professionals
  • Proficiency in data collection and reporting. Microsoft Word, Excel, and Outlook, Osnium, HMIS, and Infonet knowledge a plus
  • A minimum of 30 hours of annual Domestic Violence training
  • Superior interpersonal, time management, organizational, planning, and problem-solving skills
  • Must provide own transportation; possess a valid Washington State driver’s license, proof of auto insurance, and a clean driving record.
  • Must be able to pass a Washington State background check.

Responsibilities

  • Directly supervises and provides support to shelter advocacy staff to meet goals and provide high-quality domestic violence services.
  • Supervises the Shelter Operations Lead, who coordinates daily shelter operations including inventory, facility maintenance, vendor communication, and room preparation under the Shelter Manager's direction.
  • Manages crisis line scheduling for shelter openings, including overnight activation, calendar updates, and reporting allowance shifts to Finance.
  • Serves as on-call manager for shelter emergencies (including fire, abuser on site, and security incidents) when shelter is at capacity and closed to public crisis line screenings.
  • Provides emergency on-call availability for current shelter residents when shelter is at full capacity and crisis line is closed to the general public (per DSHS waiver). Responds to resident needs and questions during overnight hours (10 PM - 8 AM) via dedicated shelter emergency line.
  • Conducts full cycle hiring process. Reviews applications, interviews, selects, and onboards new hires.
  • Oversees volunteer and intern training and activities related to shelter services.
  • Conducts shelter staff meetings, including 1:1s, assists with all staff, DSM, and leadership meetings.
  • Sets goals and performs annual evaluations for staff and updates job descriptions as needed.
  • Addresses and resolves conflicts within the shelter team.
  • Facilitates conflict situations between shelter staff and clients.
  • Informs Director of Programs and Executive Director about opportunities, trends, and concerns as they relate to Housing and Shelter.
  • Escalates team performance concerns in a timely and professional manner.
  • Maintains professional relationships with staff and service providers.
  • Oversees shelter operations and ensures effective coordination of inventory, facility maintenance, and vendor relations through the Shelter Operations Lead.
  • Reviews and analyzes vendor quotes collected by Operations Lead and makes recommendations to the Executive Director for approval.
  • Coordinates with vendors for significant maintenance, repairs, and special projects.
  • Collaborates with DAWN’s Facility Committee to maintain and improve the shelter.
  • Works with Development staff on in-kind donations and volunteer activities at the shelter.
  • Serves as the primary contact for shelter project logistics.
  • Alerts the Director of Programs (DOP) and Executive Director (ED) of facility concerns.
  • Collaborates with the Director of Finance and HR to monitor budget use and spending.
  • Develops and maintains effective relationships with partner organizations and other stakeholders as it relates to shelter and housing.
  • Builds successful relationships with contract monitors and manages operations to comply with contracts and legal requirements.
  • Assists with training/prevention activities when needed.
  • Ensures services accountability for achieving outcome data and project goals; meeting financial documentation and workflow needs; and complying with contract requirements.
  • Maintains knowledge of accessible resources, stays abreast of changes in the field; keeps staff up to date on credentialing/training by Washington State Administrative guidelines as it relates to shelter/housing.
  • Develops and implements shelter policies and procedures to improve operational effectiveness and service delivery.
  • Evaluates shelter and housing programs for best practices and recommends program adjustments to the Director of Programs.
  • Runs reports and analyzes data to identify trends in shelter utilization, client needs, and program outcomes.
  • Identifies workflow improvements based on data analysis and reports findings and recommendations to the Director of Programs.
  • Provides consultation and support to advocates on complex client situations and challenging cases.
  • Qualifies individuals for housing through a certification process established through HUD.
  • Provides backup coverage for client services including crisis intervention, information, and referrals as needed.
  • Fosters a positive and collaborative team environment to support high-quality services for survivors.
  • Provides training, internally and externally as needed for staff development.
  • Participates in staff meetings, planning days and agency in-service training.
  • Updates shelter and housing procedures and policies in collaboration with the Director of Programs.
