About The Position

This position is responsible for state and federal permitting and compliance of oil and gas development in the Southwest Business Unit with a focus on the Delaware Basin in New Mexico.  Work with asset, land, and operations personnel to prepare, submit, and track the required filings and act as liaison to regional, state & federal regulatory agencies.

Requirements

  • Knowledge and understanding of State, Federal, and Tribal regulations pertaining to oil and gas activities.
  • Working knowledge of operating procedures and practices relating to oil and gas well operations.
  • A willingness to learn and collaborate in a team environment is essential.
  • Able to interface with other departments and regulatory agencies in an effective and professional manner.
  • Must be motivated, self-starter able to solve problems and multi-task under tight schedule constraints meeting deadlines with attention given to detail and accuracy.
  • Able to work multiple projects concurrently, manage varying priorities, and adapt quickly to rapidly changing events.
  • Proficient skills and effective use of Microsoft Office applications.
  • Excellent communication, interpersonal and organizational skills.
  • Bachelor’s degree or equivalent work experience preferred.
  • Experience in state of New Mexico and BLM permitting of oil and gas developments is required.
  • Minimum of 5 years of oil and gas regulatory experience.

Nice To Haves

  • Knowledge of state oil and gas gathering and PHMSA requirements a plus.
  • GIS mapping experience, ESRI’s ArcGIS Pro is a plus.
  • Knowledge of WellView software a plus.

Responsibilities

  • Prepare and submit all regulatory filings required for NMOCD and BLM including but not limited to APDs, completions, sundries, injection permits, plug & abandonment, commingling, pipeline, and facility.
  • Oversee the preparation and submission of recurring compliance documentation for various regulatory filings as required by federal, state, and local agencies.
  • Review survey plats and provide feedback to ensure compliance.
  • Attend relevant agency meetings, including onsite visits, and document discussions.
  • Track permit Conditions of Approval (COAs) and coordinate with stakeholders to ensure compliance.
  • Keep current on changes to regulatory requirements and communicate potential impact to various teams and operations. Attendance at workshops and training sessions to maintain knowledge of changing regulations is required.
  • Maintain in-house tracking which includes status of permits, completions, and other information relevant to regulatory filings, and report status updates to stakeholders.
  • Research and assist to resolve any compliance issues or questions.
  • Communicate with regulatory agencies and provide timely responses to all inquiries.   Maintaining good relationships with regulatory agencies is essential.
  • Other duties as assigned.
