About The Position
Business Technology Integrators (BTI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) with more than 25 years of experience delivering innovative and reliable IT and engineering solutions to the Federal Government. BTI supports mission-critical programs across defense and civilian agencies, with core expertise in cybersecurity, program management, enterprise IT, and technical oversight services. Business Technology Integrators (BTI) is seeking an experienced Program Manager to serve as the single point of contractual accountability for a large-scale state government network operations program supporting the Maryland Department of Information Technology (DoIT). This individual will provide executive-level program governance, stakeholder management, and operational oversight across all service domains — including NOC operations, network engineering, firewall management, provisioning, and logistics. This position is on-site Greater Annapolis/Crownsville MD.
Requirements
- Bachelor's degree in an applicable discipline from an accredited institution
- Current, active Project Management Professional (PMP) certification issued by the Project Management Institute (PMI)
- Minimum ten (10) years of experience managing large-scale IT programs for state and/or federal government clients
- Minimum five (5) years of experience managing networks supporting 100 or more locations, including statewide enterprise network environments
- Demonstrated experience leading multi-year, multi-discipline government IT engagements encompassing 24x7x365 operations, engineering project portfolios, and carrier coordination
- Proven experience managing SLA compliance, KPI reporting, and program risk across complex, multi-agency government contracts
- Must be able to obtain and maintained a Maryland CJIS clearance
Nice To Haves
- Direct experience managing statewide government network operations programs
- Familiarity with Maryland State procurement processes and Board of Public Works (BPW) compliance requirements
- Experience with ServiceNow ITSM platform for program governance and reporting
- Knowledge of ITIL v4 service management frameworks and PMBOK program governance standards
Responsibilities
- Serve as the primary point of contact between Team BTI and DoIT leadership
- Establish and enforce program governance structures aligned with DoIT's strategic objectives
- Lead Quarterly Program Reviews (QPRs) and deliver Monthly Executive Dashboards to DoIT
- Manage the full Work Order lifecycle from intake through closeout
- Oversee SLA compliance, risk management, and corrective action execution
- Maintain strict scope discipline across all FA1 Work Orders
- Produce all required program management deliverables including the Program Management Plan, Strategic Roadmap, Risk and Compliance Reports, and MBE/VSBE Reporting
