The Program Manager leads end-to-end program execution for our customers’ initiatives spanning planning, budgeting, staffing, directing, controlling, reporting, quality, and configuration management across all contract activities. This senior leader drives integrated delivery of complex, large-scale IC services, ensuring mission continuity and operational readiness across development and sustainment portfolios. The role orchestrates multi-contractor teams using disciplined acquisition management, Agile/DevSecOps practices, and rigorous configuration and quality controls to meet performance, cost, and schedule baselines. The Program Manager serves as the principal interface to government stakeholders, translating mission needs into executable roadmaps and measurable outcomes while proactively managing risk and dependencies across enterprise services, data flows, and integration threads. Success in this role requires exceptional stakeholder engagement and the ability to align technical, contractual, and operational efforts to customer governance, security, and mission assurance standards. Requirements

  • 15–20+ years of progressive program/project management experience leading complex defense or Intelligence Community (IC) programs, including 5+ years as the accountable PM for a large program or multiple simultaneous efforts.
  • Experience with systems engineering, satellite ground systems, software systems acquisition experience, business strategy formulation, IT strategy formulation, business scenario development, technology transformation and cloud based software systems.
  • Demonstrated leadership of programs with EVM and formal IMS/WBS management; proven track record meeting cost, schedule, and technical baselines on programs of $50M+ total contract value.
  • Hands-on experience with IC/DoD acquisition frameworks (e.g., DoDI 5000-series or IC equivalents), formal configuration management, and quality management practices on operationally deployed systems.
  • Bachelor’s degree in engineering, computer science, systems engineering, information systems, or a closely related technical discipline.

Nice To Haves

  • PMP (PMI) and/or DAWIA/Defense Acquisition Workforce Program Management Level III (or Contractor equivalent per DoDI 5000.66); SAFe (e.g., SPC, RTE) for scaled Agile environments.
  • Master’s degree in systems engineering, engineering management, or related field; prior hands-on program leadership within the IC.
  • Experience governing DevSecOps pipelines, cloud-native (e.g., IC cloud), zero-trust/cyber compliance, and mission data architectures (e.g., high-throughput data ingest, cross-domain solutions).
  • Active TS/SCI with polygraph

Responsibilities

  • Own program baselining and lifecycle execution (initiation through closeout), including planning, budgeting, staffing, direction, control, reporting, quality management, and configuration management for all contract activities.
  • Establish, maintain, and operate integrated master schedules (IMS), Work Breakdown Structures (WBS), and Earned Value Management (EVM) artifacts; report CPI/SPI and implement corrective actions to protect baseline performance.
  • Understand Agile/DevSecOps delivery, how to prioritize backlogs, synchronize Program Increments (PIs), and ensure continuous integration/continuous delivery (CI/CD) within cybersecurity and Authority to Operate (ATO) constraints.
  • Oversee contract administration (CPFF/FFP/T&M as applicable), subcontractor performance, staffing plans, and CPR/IPMR/IPMDAR or equivalent reporting, ensuring timely and compliant deliverables.
  • Produce clear, decision-oriented program reviews, status briefings, and executive reporting for government stakeholders; lead readiness, technical interchange, and risk review forums.
  • Champion a culture of quality, safety, and compliance, ensuring adherence to applicable DoD/IC acquisition directives, security policies, SCRM, and software/hardware assurance practices.
