About The Position

ASG is seeking a proven Program Manager (PM) to lead the Satellite Communications Engineering Support (SCES) contract supporting DISA. This role will oversee all aspects of planning, execution, risk mitigation, and quality delivery across multiple task areas including SATCOM engineering, airborne ISR communications systems, modernization, cybersecurity compliance, and mission-critical sustainment. The PM will manage cross-functional teams across CONUS/OCONUS locations, ensure continuity of mission-essential services, and coordinate closely with senior Government stakeholders, subcontractors, and internal leadership.

Requirements

  • Bachelor’s degree in Engineering, Information Systems, Telecommunications, or a related field.
  • 10+ years of program/project management experience in DoD or DISA large-scale communications or IT infrastructure programs.
  • Proven leadership on enterprise transport or SATCOM systems, including gateway/teleport and/or AISR communications.
  • Demonstrated success managing multi-vendor teams and subcontractors in a classified, mission-critical environment.
  • Strong working knowledge of:
  • DoD SATCOM architecture and waveform integration.
  • DoD acquisition lifecycle, including Earned Value Management (EVM).
  • DFARS 252.237-7023/7024 Mission-Essential Services planning.
  • Risk Management Framework (RMF), STIGs, eMASS, and cybersecurity compliance.
  • Experience supporting CONUS and OCONUS operations and managing contingency/surge planning.
  • PMP (Project Management Professional) certification.
  • DoD 8140/8570-compliant certification (e.g., Security+ or above for IAT Level II/III)
  • Active DoD secret Clearance.

Nice To Haves

  • Master’s degree preferred.
  • ITIL v4, CISSP, or equivalent cybersecurity certification.
  • DoDAF/Enterprise Architect training.
  • Agile/Scrum certification (e.g., SAFe Agilist, CSM)
  • Deep familiarity with DISA culture, processes, and enterprise transport programs.
  • Experience with IA documentation, CONOPS development, and satellite link/system engineering.
  • Skilled in stakeholder engagement, schedule recovery, and adaptive team leadership.
  • Familiarity with mission operations tempo and COOP/contingency engineering demands.

Responsibilities

  • Serve as the primary point of contact with DISA for all contract-related matters, ensuring timely, effective communication and high-quality service delivery.
  • Oversee performance and integration across PWS 6.1–6.3 tasks:
  • Enterprise SATCOM engineering and sustainment (Teleport/Gateway).
  • AISR platform engineering (airborne SATCOM).
  • Program execution, schedule control, and compliance.
  • Develop, implement, and manage the Program Management Plan (PMP), ensuring alignment with DISA expectations and contractual requirements.
  • Lead task execution to meet Mission Essential Service obligations per DFARS 252.237-7023.
  • Manage subcontractors and teammates to ensure technical delivery, cost control, and contractual compliance.
  • Track program KPIs, cost performance, schedule milestones, and risk posture.
  • Interface with stakeholders on technical engineering issues, especially across DoDAF architecture, waveform integration, and lifecycle sustainment.
  • Drive innovation and modernization initiatives, including Zero Trust, automation, and AI/ML integration.
