The Senior Program Analyst - FMS Description of specific duties in a typical workday for this position: The Senior Program Analyst - FMS Advisor serves in a senior advisory capacity providing detailed, expert-level guidance on Foreign Military Sales (FMS) programs, with emphasis on complex contractual, acquisition, and programmatic requirements and processes. The individual advises Government leadership on strategic planning, execution, and sustainment of FMS initiatives and supports decision-making across current and future programs. Responsibilities include participation in customer strategy meetings; installation support requirements meetings; site construction inspections; site surveys; data collection activities; form-fit-function testing; and New Equipment Training (NET) events. The advisor coordinates, prepares, and reviews Army Security Assistance Enterprise (ASAE) documentation and participates in weekly team meetings, program telecoms, Program Management Reviews (PMRs), and other meetings as required in support of Maintenance Training and broader training programs. The Senior Program Analyst assists the Program Office with development and updates to Requirements Package documents to include Statement of Work (SOW), Performance Work Statements (PWSs), Quality Assurance Surveillance Plans (QASPs), and other program documentation to ensure effective cost, schedule, and performance management. The role provides expert advice on a full range of operational and policy issues related to FMS requirements and supports the establishment and implementation of significant strategic decisions, policies, and procedures within the FMS enterprise. Additionally, the advisor designs, manages, and conducts security cooperation training programs—including IPO 101/102—develops Standard Operating Procedures (SOPs), and ensures personnel are proficient in required processes, systems, and tools supporting FMS program execution.
