The Standard Missile 3 Portfolio has an opening for a Business Operations Manager position that will report to the Executive Program Director of the Standard Missile 3 Portfolio. This position will provide team leadership among the program office, assigned integrated product teams, and cross product teams. This position is on-site in Tucson, AZ. The business operations manager is responsible for program integration, coordination, and control and direct engagement with the program team and functional partners, in pursuit of day-to-day program execution & monthly business review; advocating program management (PM) plans, processes, and business objectives; and the implementation of best practices. This is an onsite position at Tucson, AZ facility

Requirements

  • Typically requires a University Degree or equivalent experience and a minimum of 10 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 7 years’ experience
  • Prior program and project management experience
  • Prior experience with financial analysis tools, project management tools and/or systems
  • Prior experience with leading and managing
  • Prior experience working cross functionally (i.e.: Engineering, Operations, Supply Chain, Finance etc.)
  • Prior experience balancing technical, cost, and/or schedule constraints

Nice To Haves

  • Experience developing and reviewing cost proposals and synthesizing Gate 4 and Gate 5 (IPDS) packages for management review and approval
  • Program Management Level 4 Certification, or on path to achieve within 12 months
  • Prior experience supporting development, production, and/or sustainment programs, preferably in the aerospace and defense industry
  • Working knowledge of contract formation, execution, management, and/or closeout
  • Experience conducting international business and managing cross-cultural communication
  • Product lifecycle management experience

Responsibilities

  • Prepare the SM3 Portfolio communication messaging for delivery to the Shipboard Missile SSBU & Naval Power Leadership Team
  • Coordinate, plan, and manage strategic meetings for the SM3 Portfolio such as Town Halls, All Hands, skip levels, and key customer engagements.
  • Develop and manage product area webpage on classified network for ease of data mining
  • Manage and drive day-to-day program execution cadence (battle rhythm) of the portfolio
  • Ensure Top-level Master Phasing Schedule (MPS) and the Integrated Master Schedules (IMS) meet program strategies, objectives, and milestones.
  • Facilitate discussions across the program team to develop program strategies toward major milestones.
  • Coordinate and manage critical chain for upcoming Portfolio/SSBU milestones.
  • Coordinate customer program reviews, prepare for customer visits.
  • Ensure contract deliverables status is tracked and regularly reported to program leadership
  • Develop and maintain Program Management Plans and Program Directives, consistent with program requirements and Raytheon policies.
  • In the absence of the program manager, is responsible for meeting contractual commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations.
  • Develop program-enhancing partnerships with internal functional organizations (typically organized into integrated product teams (IPTs) and/or cross product teams (CPTs)) including but not limited to Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support), and administrative functions.
  • Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership.
  • Set budgetary guidelines and directs the performance of Portfolio Overhead allocation
  • Support the program risk and opportunity process, in accordance with specific financial goals and obligations
  • Execute daily program management and cadence such as risk review boards, customer reviews, IPT/CPT reviews, failure review boards, program management reviews (PMRs), staffing reviews, and decision reviews to achieve contract commitments.
  • Prepare, revise, update, and monitor required documentation and analysis in compliance with contract requirements and Raytheon’s Lifecycle Product Management (RLPM), such as gate reviews and the GEM tool, the program earned value management system (EVMS), and both corporate- and business-level policies and procedures
  • Capture and track program action items and work with action owners to ensure timely satisfactorily closure of actions across Shipboard portfolios
  • Identify and implement key program assessments and metrics to lead development of situational awareness charts and performance assessments that enable program success drivers by program leadership teams
  • Ability to confidently interface and influence at all levels within the organization
  • Ability to travel as needed
