Sr. Manager IBC Planning: The LA28 Media Team, made up of the Broadcast Integration Team and the Press Operations Team, is responsible for delivering exceptional services, facilities, and infrastructure to enable global media coverage of the 2028 Olympic and Paralympic Games. Together, they ensure the accredited press and broadcasters have the tools and support they need to tell stories of the Games to audiences worldwide. The Broadcast Integration (BRS) Team is responsible for delivering high quality facilities and services to the Media Rights Holders and the Olympic Broadcasting Service (OBS). This team liaises closely with OBS to manage planning processes related to broadcasting the Olympic and Paralympic Games. In addition, the Broadcast Services team is the main point of contact with the other LA28 functional areas concerning all broadcast matters. Such matters include the successful delivery of all infrastructure at competition venues and the International Broadcast Center (IBC) to enable the coverage of the Games and the delivery of services to OBS and media rights holders to support their operations – such as accommodation, accreditation, transportation, information, technology, technical support, warehousing, permitting, medical services, and other services at Games time. The Press Operations (PRS) Team’s aim is to deliver high-quality spaces and services to the press (written and photographers) to cover the Olympic and Paralympic Games effectively. This includes the planning, management, and delivery of the Main Press Center (MPC), press operations within competition venues, and key Games-time services tailored to the needs of accredited press such as accommodation, accreditation, transportation, etc. From venue layouts and technical requirements to operational planning and Games-time execution, the PRS team plays a critical role in shaping the press experience at the Games. Reporting to the Sr. Director of Broadcast Services, this person will be responsible for coordinating the planning and delivery of the IBC and MPC, ensuring that both facilities meet all operational, technical, and service-related requirements. This leader will drive cross-functional collaboration, oversee complex technical and operational requirements, and ensure the IBC/MPC venues deliver world-class experiences for broadcasters and media in alignment with IOC, OBS, and LA28 standards.

Requirements

  • Minimum 7+ years of experience in large-scale event planning, venue operations, or facilities management, with a proven track record of delivering complex, high-profile projects.
  • Demonstrated expertise in overseeing venue construction, fit-out, and operational readiness, including strategic planning for service installations, spatial optimization, and technical integration.
  • Strong background in managing diverse stakeholder groups, including executive leadership, international partners, and third-party vendors, with a history of fostering collaborative relationships.
  • Significant experience driving cross-functional initiatives, aligning multiple departments toward common objectives, and navigating complex organizational structures.
  • Demonstrated financial acumen, including responsibility for developing, managing, and reporting on large-scale budgets and contracts.
  • Demonstrated commitment to co-creation and collaborative decision-making.
  • Excellent communication and stakeholder engagement skills.
  • Exceptional strategic planning, coordination, and project management skills; adept at balancing multiple priorities, managing risk, and delivering results under tight deadlines.
  • Executive presence and the ability to influence, negotiate, and engage effectively at all organizational levels, including with C-suite executives, international governing bodies, and external partners.
  • Strong technical acumen, with the ability to interpret architectural drawings, venue layouts, and technical specifications to inform strategic decision-making.

  • During the planning phase, there will be occasional requirements for working hours outside of traditional business hours/days to support different time zones, special events, travel, and the 2028 Games

Responsibilities

  • Hire, train, motivate, and manage department staff
  • Develop and adhere to the departmental budget with clear steps to implement, monitor, and appropriately measure deliverables
  • Develop a clear growth plan for the department from present through Games time
  • Balance operational considerations with cost and revenue impacts
  • Lead the planning and delivery of the IBC ensuring all operational, technical, and infrastructure requirements are captured, optimized, and integrated.
  • Oversee the translation of complex functional needs into detailed venue layouts, infrastructure, and services in partnership with third-party designers, architects, and engineering teams.
  • Establish and manage a robust design review and approvals process, incorporating feedback from internal and external stakeholders to deliver fit-for-purpose, cost-effective solutions.
  • Ensure all venue designs adhere to IOC and OBS technical standards, LA28 sustainability goals, and operational best practices.
  • Proactively identify and resolve technical challenges, leveraging cross-functional expertise to optimize venue performance and user experience.
  • Serve as the primary point of contact for all IBC related matters, building strong relationships with key internal functions (e.g., Transportation, Accreditation, Language Services, Government Relations) and external partners (IOC, OBS, architecture/construction firms).
  • Drive cross-functional alignment to ensure IBC planning supports Games-time strategies and delivers seamless experiences for broadcasters and press.
  • Negotiate and problem-solve with stakeholders to achieve optimal outcomes, balancing competing priorities and requirements.
  • Facilitate integration of media-specific services and ensure all broadcast and press requirements are met for the IBC respectively.
  • Lead the development and implementation of comprehensive operational procedures for IBC, including Games-time operations, service levels, access, and issue management protocols.
  • Oversee readiness activities such as table-top exercises, site walkthroughs, and test events, ensuring venues and teams are fully prepared for operational delivery.
  • Monitor planning milestones, proactively identify risks, and implement mitigation strategies to ensure on-time, on-budget delivery.
  • Establish and maintain robust reporting mechanisms to track progress, escalate challenges, and inform executive decision-making.
  • Ensure all IBC planning and delivery activities are compliant with relevant regulations, standards, and LA28 policies.
  • Champion best practices in venue design, sustainability, and operational excellence.
  • Drive continuous improvement by capturing lessons learned and integrating feedback into future planning cycles.
