The MITRE Corporate Contracts Division is seeking a Strategic Contracts Operations Planning and Technology Senior Manger to modernize and transform the contracts operations functions to meet long-term operational needs for the organization. This position will work closely with the Director of Contracts and contracts leadership to achieve organizational operational objectives.

Requirements

  • Typically requires a minimum of 12 years of related experience with a Bachelor's degree in Business Administration or a related field; or 10 years and a Master's degree; or a PhD with 6 years' experience; or equivalent combination of related education and work experience.
  • Minimum of 8 years of experience in strategic planning, program management, or business transformation within a government contracting environment.
  • Proven track record of leading strategic initiatives and driving business transformation.
  • Strong knowledge of compliance, risk management, quality assurance, and financial principles.
  • Knowledge of FAR and supplemental agency clauses (i.e. DFAR) impacting full contract lifecycle.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Exceptional executive level communication and interpersonal skills.
  • Excellent organization and time management skills.
  • This position requires a minimum of 50% hybrid on-site.

Nice To Haves

  • Advanced degree in contract management, acquisition management, or related legal fields (e.g., MS, JD, MLS), providing expertise in contract law, negotiations, compliance, and risk management.
  • Professional certifications such as Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), or Project Management Professional (PMP).
  • Demonstrated experience leveraging technology automation and artificial intelligence, including large language models, to drive operational efficiencies and manage contract workflows effectively within a dynamic, evolving environment and smaller teams.

Responsibilities

  • Serve as the primary point of contact for all contract Business Tools and Processes to support the full contracts lifecycle and compliance needs for the MITRE Corporate Contracts organization. This includes but, not limited to:
  • Lead modernization initiatives to improve business processes by implementing automation, enhancing efficiency, reducing costs, minimizing duplicative manual entry, increasing productivity, and boosting internal customer satisfaction. Responsibilities include inventorying and establishing a baseline for the current full contract lifecycle process, as well as continuously identifying and updating areas of inefficiency, pain points, and emerging business needs.
  • Collaborate with leadership to develop and advance key performance indicators (KPIs) and metrics for contracts operations, enabling effective tracking of progress and measurement of success for operational efficiency and compliance initiatives
  • Regularly track and report the status of all contracts at each stage of the contract lifecycle (from Pre-Award to Closeout), as well as key performance indicators (KPIs), to the Director and senior leadership.
  • Identify and flag areas of non-compliance within processes, and report associated risks and mitigation plans to leadership.
  • Collaborate and collaborate with all levels of leadership on process implementations, compliance changes, and deviations to all members of the contracts organization, ensuring alignment with internal policies and standards.
  • Ensure the contracts organization is trained and maintains a comprehensive, accurate, compliant, and organized record retention process for all contract documents.
  • Serve as the primary point of contact for managing site and tool access for the contracts organization, supporting both internal and external customer needs.
  • Work in partnership with the contracts leadership team to help redefine the strategic direction of the Contracts division, focusing on technological advancements, enhancing internal capabilities, and developing a training/career path for the execution teams.
  • Act as the primary interface with the MITRE Internal Audit team and contract management staff, collaborating to prepare for and support internal and external audits and reviews.
  • Ensure records are maintained in accordance with policy, are audit-ready, and are managed for appropriate destruction after contracts are closed and settled.
  • Manage operational execution teams to include career objectives, development of career track plans, etc.. to support the Contracts Execution support team.
  • Prepare executive level briefings and communications in support of actions related contracts operations, audit and compliance requirements.
  • Build trusted relationships and collaborate effectively with internal MITRE stakeholders and mission partners.
  • Advise the Director of Contracts and support MITRE leadership on issues and strategic direction as it relates to execution and operational efficiency of the contracts organization.
