Requirements

  • Education: Bachelor’s degree in HR, Business, Education, or Public Administration.
  • Experience: 5 plus years of demonstrated experience showing a depth and breadth of knowledge, skills, and abilities to handle a wide and diverse array of complex and difficult human resources and payroll functions, challenges, and situations at a variety of levels within a large organization.
  • Computer Skills: Must be proficient in Excel, Word, PowerPoint, Outlook, databases, and able to learn department specific programs easily.

Responsibilities

  • Monitors the activities of professional and support staff and provides direction and guidance.
  • Participates in the development and implementation of human resource policies, rules, procedures, and programs.
  • Investigates proposed legislation related to specialized areas and makes recommendations for compliance.
  • Advises management regarding policy and rule interpretations, staffing, and related personnel problems; counsels applicants and employees on human resource policies, rules, and procedures.
  • Conducts research, analysis, and studies on issues and problems related to specialized functional areas and develops program proposals or recommends solutions.
  • Assists the VP HR with preparing advice and direction to management on the appropriate disciplinary action, including the preparation of documentation; investigates, mediates, and proposes settlements of employee complaints and grievances.
  • Recommends classification audits; interprets specialized wage and salary surveys.
  • Represents the department as requested both internally and externally on dealing with human resources matters.
  • Assists with the administration of recruiting, staffing, screening, interviewing, and evaluating applicants for all levels of positions with particular emphasis on managerial and professional positions.
  • Participates in the administration of special employment programs; monitors employment activities for compliance with institutional, state, and federal rules, regulations, and guidelines; assists with the formulation and implementation of internal office procedures.
  • Consult with management on complex human resources issues, research, and determine appropriate actions, and discuss how they can be implemented.
  • Participates in the administration of training programs and will play a key role as a facilitator or instructor.
  • Participates in the administration of employee relations issues, grievances, employee disputes, and supervisor conflicts, and will make and discuss actions with the VP HR and implement the chosen course.
  • Manage and direct the operations of complex and complicated human resources projects and modules such as integrated human resources information systems.
  • Coordinate and direct the reporting capabilities from the various databases maintained or used by human resources, such as the HRIS system, the benefits providers, and the retirement plan.
  • Participate in cross-training in other areas of human resources.
