About The Position

CTRMG is seeking an experienced Federal Senior Human Resource Specialist with a specialization in Assessment and Selection that will provide expert support in developing, administering, and analyzing assessments used for personnel selection and placement. This role is critical to ensuring valid, reliable, and legally defensible testing processes aligned with federal regulations and agency policies. Requirements

  • Advanced knowledge of psychometric principles and federal testing guidelines.
  • At least 7 years of experience with competency modeling and gap analysis.
  • Strong analytical and statistical skills, including proficiency with relevant software.
  • Advance knowledge of federal HR policies and legal requirements related to personnel selection.
  • Excellent communication skills for briefing stakeholders and drafting technical documentation.

Responsibilities

  • Design and validate selection tests and assessment tools tailored to specific job series and grade levels.
  • Conduct job analysis and competency modeling to identify critical skills and attributes.
  • Administer and score assessments, ensuring accuracy and consistency.
  • Analyze test data to identify trends, gaps, and potential adverse impact.
  • Prepare detailed reports and recommendations for hiring managers and evaluation panels.
  • Provide expert consultation on selection methodologies and compliance with federal HR regulations.
