The expected non-negotiable compensation range for this position is $80,000 to $100,000 annually, payable semi-monthly. Cloudburst is looking to enhance its grants management capabilities within an existing team focused on enhancing data-driven decision-making on a large portfolio of the Department of Housing and Urban Development (HUD)’s Office of Community Planning and Development (CPD) programs; alternatively on the Department of Transportation (DOT), Department of Health and Human Services’ (HHS’) grant programs at the Health Resources and Services Administration (HRSA), or the Administration for Children and Families (ACF). The Grants Management Specialist will be responsible for supporting the full life cycle of grant programs (pre-award, award, post-award, close-out) from application to compliance and reporting. The ideal candidate will be familiar with HUD or HHS grants management processes, have previous experience with HUD or HHS grants and grants management systems, and have experience in documenting policies, procedures, and reporting. The Grants Management Specialist will perform desk research, data entry, analysis, development, and review of program plans and procedures. This is a contingent opportunity.

Requirements

Bachelor’s degree in Economics, Public Administration, Business Administration, Political Science, or related field with 9 to 11 years of experience; OR Master’s degree with 5 to 6 years of related work experience.
Work history demonstrates progressively increasing leadership responsibilities .
Ability to pass a federal background check.
Understanding of the entire grant's life cycle (pre-award, award, post-award, and closeout) and the risks to government and beneficiary interests at each stage.
Experience with federal grants, and the financial, activity, and accomplishment data reporting required for compliance with program regulations, for instance, 2 CFR and other federal regulations and laws pertaining to federal grants; documentation requirements for reimbursement.
Comfortable with the design and operation of analysis and reporting systems for federal grants using commercial off-the-shelf software such as Microsoft Office, SQL Server, or Microsoft PowerBI.
Experience analyzing data from federal grant reporting for compliance and risk assessment.
Flexibility, self-motivation, and the ability to manage multiple tasks efficiently as a team player are required.
Experience in technical writing or writing up quantitative analyses.
Solid attention to detail.
Willingness to collaborate and work in remote team settings is required.

Responsibilities

Organize and maintain critical grants files and project documents to support effective grants management and administration by Government Points of Contact, such as Government Program Officers (GPOs) or Federal Program Officers (FPOs).
Review and document grants management protocols to include, but not limited to, policies, procedures, checklists, and/other documentation appropriate to each stage of the grants life cycle.
Provide support to Government clients in achieving effective grants management oversight and financial and performance monitoring.
Provide support to individual grant programs and their staff in achieving effective grants management oversight and financial and performance monitoring.
Troubleshoot and assist in resolving grant issues; notify team members of issues.
Prepare analytic reports for HUD and grant recipients and respond to other ad-hoc requests.
Undertake technical leadership of analysis, reporting, training, or technical assistance activities.
