Summary:
The Grants Management Specialist will support Bureau of Indian Affairs (IA) mission by performing grants administration tasks, including award processing, compliance monitoring, and closeout activities.

Requirements

• Knowledge of grants management methods and procedures sufficient to administer awards and modifications.
• Ability to analyze recipient financial data and performance reports for compliance.
• Skill in written and oral communications to present analysis and findings.
• Skill in negotiation and resolution of issues with recipients and program officials.
• Ability to manage competing priorities and deadlines with moderate independence.
• Potential ability to analyze difficult grants management issues and identify alternative courses of action.
• A four-year course of study leading to a bachelor’s degree that included, or was supplemented by, at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, public administration, economics, or management
• Equivalent on-the-job experience supporting and managing federal financial assistance programs may be substituted for formal education
• Minimum 3 or more years of directly related experience in federal grants management, preferably with the Department of the Interior. At least one year must be specialized experience equivalent to the federal GS-12 grade level
• Mastery of federal financial assistance regulations, including 2 CFR 200, and related DOI/IA policies.
• Must possess strong analytical skills, attention to detail
• Be able to pass a government background
• Must be a U.S. citizen

Responsibilities

• Apply mastery knowledge of federal financial assistance regulations (2 CFR 200) to assist Grants Officers with pre-award, post-award, and closeout actions.
• Perform grant administration activities, including monitoring compliance, reviewing performance reports, and supporting timely closeout.
• Research and prepare modifications to financial assistance awards; analyze recipient capabilities and compliance with terms and conditions.
• Review budgets, cost allocation plans, and financial reports for compliance with 2 CFR 200 Subpart E.
• Coordinate and execute closeout processes, ensuring all financial, performance, and administrative requirements are met prior to closure.
• Ensure compliance with applicable laws, regulations, and IA policies, including audit readiness and documentation standards.
• Assist program offices in developing Notices of Funding Opportunity (NOFOs), evaluation plans, and award documentation.
• Serve as a point of contact for program officials on grants management matters, providing authoritative recommendations to improve operations.
• Monitor recipient performance and provide guidance on corrective actions when necessary.
• Resolve disputes, approve final payments, and prepare closeout documentation, including de-obligation of funds and reconciliation of accounts.
• Conduct detailed reviews of recipient financial and management systems to determine capability to manage federal funds.
• Prepare IA responses to audit findings, appeals, or disputes related to grants administration.
• Provide technical assistance to managers, supervisors, and team members on complex grants management issues, including interpretation of 2 CFR 200 requirements.
• Participate in team meetings to discuss process improvements and policy updates related to grants management and closeout procedures.
• Support sensitive and complex financial assistance programs that serve as a guide for other IA activities.
• Provide direction and guidance to less experienced team members in major areas cited above.
