The Senior FOIA Analyst serves as a senior technical and analytical expert responsible for managing the most complex, sensitive, and high-visibility Freedom of Information Act (FOIA), Privacy Act (PA), and Mandatory Declassification Review (MDR) requests. Working under limited supervision and in collaboration with agency officials, legal counsel, and project leadership, the Senior Specialist provides authoritative guidance on FOIA/PA compliance, exemption application, and disclosure risk assessment. Requirements

  • Minimum of a Law degree – JD (passed the bar)
  • 10 years of progressively responsible experience in FOIA, PA, MDR, records management, or related information-access programs, of which 3 years must be as a lead analyst.
  • Minimum of one (1) year of FOIA case processing experience.
  • Knowledge of the Freedom of Information Act (FOIA) and its amendments.
  • Knowledge of legal interpretations of the FOIA as it affects exemptions and release of documents.
  • Knowledge of reporting requirements under FOIA and the OPEN Government Act.
  • Experience managing or reviewing complex, sensitive, or high-visibility FOIA cases.
  • Strong analytical, organizational, and writing skills, including the ability to draft legally defensible determinations and correspondence.
  • Experience mentoring or conducting peer review of casework.
  • Proficiency in Microsoft Office Suite, Adobe Acrobat Pro, SharePoint, and FOIA/eDiscovery systems (e.g., FOIAXpress, Relativity).
  • Ability to manage multiple priorities under tight deadlines with minimal supervision.
  • Ability to obtain a National Agency Check with Inquiries (NACI) clearance.

Nice To Haves

  • Professional certification (e.g., IAPP, FOIA Professional Certification, PMP, or equivalent).
  • Experience developing or refining FOIA SOPs, templates, or quality-control procedures.
  • Familiarity with automation or data analytics tools supporting FOIA performance metrics.
  • Experience handling appeals, litigation holds, or interagency consultation cases.
  • Strong interpersonal and client engagement skills, including briefing senior officials.

Responsibilities

  • Manage complex FOIA, PA, and MDR cases involving multiple offices, interagency equities, or litigation matters.
  • Support efforts to reduce FOIA request backlogs through strategic planning, process optimization, and targeted resource allocation.
  • Serve as a liaison with internal and external stakeholders, coordinating consultations, referrals, and disclosure projects.
  • Lead or support briefings and interagency discussions regarding sensitive information, exemption application, and declassification concerns.
  • Assist in developing reports, studies, or proposals related to information access, backlog reduction, or process improvement initiatives.
  • Mentor and provide guidance to mid-level and junior FOIA specialists, ensuring adherence to quality and procedural standards.
  • Conduct quality assurance and peer reviews of redactions, release determinations, and correspondence to ensure legal defensibility and policy compliance.
  • Identify training needs, develop coaching strategies, and contribute to professional development programs.
  • Serve as acting team lead when necessary, supporting workload management and staff guidance.
  • Provide expert advice to management and staff on FOIA, PA, E.O. 13526, and related disclosure laws.
  • Recommend updates to policies, SOPs, and guidance to reflect evolving information-access standards.
  • Apply advanced understanding of case law, OIP guidance, and agency procedures to complex or ambiguous cases.
  • Support the development of training materials, process documentation, and knowledge-management initiatives related to information access.
  • Prepare program reports, performance metrics, and submissions required under FOIA or agency transparency regulations.
  • Ensure all case actions comply with statutory and agency timeliness and documentation requirements.
  • Maintain proficiency with case management and eDiscovery platforms (e.g., FOIAXpress, Relativity, Adobe Acrobat Pro) to ensure accurate tracking and efficient workflow.
  • Represent the agency in interagency working groups, transparency initiatives, or policy meetings.
  • Provide guidance and briefings to senior officials regarding trends, compliance issues, or interagency coordination challenges.
