About The Position

The CM Services team is looking for a Environmental Health and Safety Officer (EHSO) to join our team. The EHSO will partner with the CM Team, Client, and their contractor teams, to provide support in managing health and safety for PhaseForward projects. The ideal candidate will have excellent verbal and written communication skills and be a highly organized and responsive individual, capable of working in a diverse team environment and handling multiple tasks with competing priorities. This position is located at a wastewater treatment facility, with expectation to monitor projects on-site and off-site as needed for the various project locations that the CM team is responsible for overseeing.

Requirements

  • Bachelor’s degree in Health and Safety (Occupational Health and Safety, Environmental Health and Safety, Industrial Hygiene, Construction Management, Engineering, Safety Management, etc.) or comparable degree.
  • 10+ years of professional experience, preferably on active construction sites for municipal water and wastewater projects.
  • Foundational knowledge of environmental, health, safety and chemical hygiene principles.
  • Experience in leading audits to determine adherence to the project’s EHS requirements.
  • Current BCSP professional certification (i.e., CSP, CHST).
  • Advanced technical skills with the ability to articulate ideas and concepts both visually and contextually are essential.
  • Strong verbal/written communication skills and ability to work well independently and in team environments.
  • Experience with managing EHS on client’s infrastructure improvement projects.
  • Must be positive, flexible, reliable, responsive, punctual, self-motivated, able to multi-task and work both independently and in a team environment.
  • Advanced skills in MS Office products including Excel, Word, PowerPoint, and Outlook; proficiency with Internet applications.
  • Experience using ePMIS (e.g., Procore, Trimble) for safety reporting and accountability.
  • Valid driver’s license and good driving record required.
  • Must be willing to work in the field year-round, potentially for extended periods of time, and able to perform physically demanding work (see requirements below):
  • Ability to work for short periods of time in extreme temperatures including heat and cold.
  • Ability to wear required safety equipment at sites including hard hats, safety toed boots (or other approved toe protection), safety glasses, etc.
  • Ability to stand for several hours observing and documenting field conditions or critical construction operations.
  • Ability to walk slowly around sites of varying size that may have areas of uneven, muddy, and/or rocky ground to perform inspections and take photographs.
  • Ability to lift objects weighing 30 pounds.
  • Ability to remain alert and vigilant while working around construction equipment and be able to walk swiftly for a short distance to clear an area where a potential hazard is identified.
  • Ability to climb stairs (2-3 flights) or ladders (up to 24 foot typically) to access structures for visual inspection.

Responsibilities

  • Serve as the Environmental Health and Safety Officer on the CM Services project located in Alexandria, VA
  • Work closely with the Environmental Health and Safety Lead, Project Manager (PM), Construction Manager (CM), Resident Engineer (RE) and other applicable staff during all phases of the project to identify Environmental Health and Safety (EHS) concerns, offer suggestions on improvement and take action to implement solutions.
  • Understand client’s EHS Manual and be able to communicate requirements and identify non-compliance.
  • Provide project specific safety orientations to CM team members and other applicable parties as needed.
  • Collect and maintain project EHS metrics and provide trending analysis.
  • Implement the requirements of the Environmental Health and Safety Management Plan (EHSMP) and the Environmental Health and Safety Plan (EHASP).
  • Review all H&S related submittals by the Contractors, including, but not limited to, EHASP, JHAs, monthly reports, hazardous material management and sampling plans, waste management plans, hazardous waste contingency plans, erosion and sediment control plans, and Stormwater pollution prevention plans (SWPPP) to ensure comprehensive oversight of all site activities.
  • Facilitate EHS meetings with the Contractor Site Safety Representatives, and other project management personnel as appropriate, to ascertain and discuss upcoming construction activity for multiple sites to monitor that Contractors are adequately identifying and addressing the EHS risks and hazards of the work.
  • Perform daily inspections of the Contractors ongoing work activities and submit daily reports, documenting any potential non-compliance with the contractors’ EHASPs and JHAs.
  • Prepare monthly trending analysis of Contractor performance to proactively address Contractor’s non-conformance.
  • Notify CM team leadership, report, investigate, and provide root cause analysis for all hazard identifications, incidents and near misses using ePMIS (e.g., Procore, Trimble) and established reporting procedures.
  • Oversee Emergency Action Plan (EAP) and drills for CM team office in coordination with client’s operations and security staff.
  • Submit EHS monthly status reports and metrics
  • Prepare and participate in client’s EHS audits
