About The Position

The Sr. Director, Training Operations leads the strategy, design, and execution of enterprise-wide training and workforce development programs across Quanta Services and its operating companies. This role is responsible for building scalable learning infrastructure, driving operational excellence in training delivery, and aligning workforce readiness initiatives with Quanta's safety culture, regulatory obligations, and business growth objectives. The Sr. Director partners closely with senior HR leadership, operating company leaders, and field operations to ensure Quanta's workforce remains highly skilled, compliant, and positioned to support the company's continued expansion in the utility, pipeline, and infrastructure sectors.

Requirements

  • Bachelor's degree in Business, Human Resources, Education, Organizational Development, or a related field.
  • 15+ years of progressive experience in technical training, workforce development, or operational excellence, with at least 5 years in a senior leadership role.
  • Demonstrated success managing large-scale, enterprise-wide training programs in a regulated, high-risk industry (utility, energy, pipeline, construction, or similar).
  • Proven ability to manage multi-million dollar training budgets and deliver measurable cost savings and ROI outcomes.
  • Deep knowledge of regulatory compliance frameworks including OSHA, DOT-PHMSA, and related safety mandates.
  • Experience leading digital transformation of learning platforms and driving adoption of LMS or centralized academy systems.
  • Exceptional leadership, communication, and cross-functional stakeholder engagement skills.

Nice To Haves

  • Experience in the electric power, underground utility, pipeline, or specialty infrastructure sector.
  • Familiarity with apprenticeship program management and/or Operator Qualification compliance programs.
  • Military service or demonstrated commitment to veteran workforce development programs.
  • Master's degree or professional certifications in Learning & Development (ATD CPLP), Project Management (PMP), or related discipline.

Responsibilities

  • Develop and execute a multi-year training operations strategy aligned to Quanta's growth, safety, and workforce development priorities.
  • Serve as the enterprise-wide subject matter authority on training program design, instructional methodology, and workforce readiness frameworks.
  • Partner with executive and operating company leadership to identify capability gaps and translate business needs into scalable learning solutions.
  • Drive the development of apprenticeship programs, technical certifications, and career pathway frameworks across Quanta's core service lines.
  • Oversee the design, development, and delivery of a broad portfolio of technical and compliance training programs supporting thousands of field and corporate employees.
  • Establish and manage a centralized training operations function, including digital learning platforms, curriculum libraries, and instructor-led program delivery.
  • Lead enterprise insourcing and restructuring initiatives to optimize training costs while maintaining instructional quality and safety outcomes.
  • Implement data-driven performance metrics, reporting frameworks, and continuous improvement processes across all training programs.
  • Ensure all training programs satisfy applicable federal, state, and local regulatory requirements, including DOT-PHMSA, OSHA, CPUC, and NERC/FERC mandates where applicable.
  • Direct the management of Operator Qualification programs and maintain audit readiness across all regulatory touchpoints.
  • Champion Quanta's Safety-First culture through training design that reinforces safe work practices, hazard recognition, and risk mitigation at every level of the organization.
  • Manage a multi-million dollar annual training budget, ensuring spend is aligned to strategic priorities, compliance mandates, and measurable ROI outcomes.
  • Identify and execute cost reduction initiatives through vendor consolidation, insourcing, and platform modernization.
  • Lead vendor and partner relationships for third-party training delivery, digital learning platforms, and workforce development partnerships.
  • Build, lead, and develop a high-performing team of training professionals, instructional designers, and program coordinators.
  • Foster a culture of continuous learning, accountability, and innovation within the training operations function.
  • Serve as an executive advocate for Quanta's employer brand in the skilled trades talent market, including partnerships with veterans' organizations, trade schools, and workforce development nonprofits.
