About The Position

Primarily responsible for the oversight of annual maintenance and repair work, capital improvements projects and events, and the issuance of construction permits and code compliance certificates so that the buildings, premises, equipment, and activities of ECSC are maintained and operated in conformance with applicable provisions of the Uniform Code. At the direction of the ECSC President and in coordination with WNY Leadership, this person shall also be available to augment ESD’s code compliance and enforcement capabilities by providing technical support related to capital projects and events being undertaken through ESD’s WNY Regional Office and other WNY-based subsidiaries (Erie Canal Harbor Development Corporation and USA Niagara Development Corporation). Travel is required, as well as hybrid, in office days.

Requirements

  • Education Level required: A bachelor’s degree in architecture, engineering, construction management, or related field. The applicant should be able to drive and occasionally lift up to 20 pounds, climb a ladder and/or stairs, and stand or walk for approximately 4 hours of an 8-hour workday. At the time of appointment, applicant must possess a valid Class D Driver License with no restrictions valid in the State of New York.
  • Relevant experience required: New York State licensed architect, New York State professional engineer, or an individual otherwise qualified by reason of training and experience who has demonstrated knowledge of the construction aspects of the code with five years’ experience working directly with the code. All applicants shall have completed a course of instruction as specified by the Secretary. ECSC/ESD-WNY regional and subsidiary staff, tenant(s), construction companies, fire and safety officials, and counterparts in local, state and federal government agencies.
  • Knowledge required: Strong knowledge of Buffalo/WNY development context. Project development and government relations, public policy, data/financial analyses; effective writing and oral communication skills. ECSC/ESD-WNY regional and subsidiary staff, tenant(s), construction companies, fire and safety officials, and counterparts in local, state and federal government agencies. Ability to read, review, and comment on preliminary/final design drawings, construction documents, and specifications for public infrastructure, capital improvement, and building projects.

Responsibilities

  • Lead all construction permit applications and assist the Code Coordinator as necessary for inspections during the process of construction or events, and for inspections in response to complaints regarding work which is subject to the Uniform Code. When appropriate, issue notices of violations, stop work orders, and temporary approvals for occupancy.
  • Lead the review of tenant’s fire safety, kitchen equipment, and/or other equipment inspections.
  • Lead the review and provide input on tenants’ Annual Preventative Maintenance Plan and Annual Capital Improvement Plans.
  • As necessary, procure/manage work of consultants involved in ECSC maintenance, capital and/or code compliance projects.
  • Establish/maintain contact with tenant(s) and their staff/consultants, fire and safety officials, government officials and staff.
  • Ability to scope out/identify and oversee necessary code compliance and enforcement tasks to implement on construction work and events.
  • Prepare and assist in the preparation of briefings, summaries, white papers, and other communications.
  • Prepare administrative documents, including annual ECSC code report, presentation materials and origination documents.
  • Read, review, and comment on preliminary/final design drawings, construction documents, and specifications for public infrastructure, capital improvement, and building projects.
  • Provide selective support for activities in the ESD Western New York (“WNY”) Region.
  • Other projects/initiative as assigned by the ECSC President.
