GENERAL PURPOSE Serves as program manager in planning, directing, and coordinating the Center for Translational Neuromedicine, which consists of two divisions: the Division for Cell & Gene Therapy and the Division of Glial Disease & Therapeutics. Acts as liaison and has extensive contact with University and Medical Center administration, project sponsors, participating centers and regulatory agencies. The Center includes 10 full-time faculty members, 4 adjunct track faculty members, 3 postdoctoral associates, 16 laboratory staff members, 7 graduate students, undergraduate students and an administrative support staff of 4. In addition to primary Center responsibilities, this individual oversees the National Institutes of Health U19 award. Several other research awards include sub-awards with collaborating institutions. The Center has extensive collaborations with our ‘sister’ Center at the University of Copenhagen, Denmark. Acts as liaison and has extensive contact with University and Medical Center administration, project sponsors, collaborating departments and institutions, and regulatory agencies. Responsible for overall center administration and related duties requiring experience with policies, procedures, and practices of the University.

Requirements

Bachelor's degree and 5 years of experience in a business operation or administrative role required.

Responsibilities

Develop and monitor salary, operating, research programs, core and capital, space planning activities within budgets for center and faculty.
Plan and administer multi-program research budgets, as well as other federal and private awards; works with faculty and program directors to monitor their usage of operating and grant budgets.
Plans and direct administrative and programmatic support for research activities in order to effectively manage available resources (personnel, space, supplies, computers and office equipment).
Directs renovation projects for department, as needed.
Approves capital purchases in conjunction with the chair and/or program directors.
Serves as liaison to ORPA and ORACS on matters related to pre- and post-award grant administration.
In coordination with the center directors, ensure fiscal control through the use of an encumbrance financial reporting system (URGEMS) and oversee all budgets for research activities, institutional and core accounts related to the Center, DOD, NIH, CNSII Biotech and other research awards.
Meets with senior leaders, faculty and administrative support teams of the Department of Biomedical Engineering, Universities of Wisconsin-Madison, and CNS2II to review budgets and expenditures.
Develops, implements and manages best practice fiscal/administrative procedures in the center.
Controls expenditures and provides approval for the purchase of major equipment, services, space and materials.
Reports to the program directors and management teams on the financial status of the research.
Responsible for all human resource issues for the Center in conjunction with the HR Business Partner.
Hires, trains, supervises, develops, and evaluates administrative staff, and assists with recruitment of laboratory staff.
In collaboration with the HR Business Partner, advises faculty and staff on all aspects of human resource administration, including supervision, performance evaluation, compensation, disciplinary actions, lay-offs, terminations, benefits, etc.
Coordinates and oversees annual performance evaluations for all personnel in these areas.
Works closely with Center Directors on faculty recruitment and appointments as well as reappointments and promotion packages for active faculty (primary and secondary appointees).
Serves as payroll manager for these areas.
Acts as liaison with departments of Human Resources, Benefits, HR Service Center, and Payroll.
Coordinates all components of the submission process for multi-department/institution research programs, research grants, research agreements and contracts, including presentations, forecasting and the preparation of supplementary reports.
Provides support in applying for renewal or supplemental grants and in preparing progress reports.
Prepares correspondence for program directors to submit to funding agencies.
Supervises the regulatory reporting and ensures compliance with government regulations and funding requirements.
Supervises, trains, and develops administrative staff in the preparation of proposals.
Provides guidance and advice to the Center Directors on administrative and fiscal activities, especially in terms of strategic planning and problem resolution.
Makes recommendations and prepares correspondence, analyses and reports in support of planning and problem resolution.
Represents the Principal Investigators and/or Program Directors to outside organizations involved in our research.
Acts as a resource in working with other departments of the University and Medical Center.
Provides guidance to new administrators to the Medical Center.
Functions as the primary administrative contact with other departments, universities and other organizations involved with the multidisciplinary conduct of research programs housed in the Center.
