Operations and Supply Chain (OSC) has an excellent opportunity to join our energetic, and collaborative environment in support of the Land and Air Defense (LADS) procurement team. The selected individual will be responsible for leading procurement efforts in support of multiple programs. In this role, you will foster relationships with suppliers, administer subcontracts in a fashion consistent with integrated supply chain models, recognizing the role and value of each participant through the acquisition life cycle from requirements generation through product delivery, product support, and payment for products and services. You will engage in supplier performance, relationship management, strategic sourcing as well as facilitate complex business agreements in support of the various contracts. This is a REMOTE opportunity with high expectations in a fast-moving environment.

Requirements

  • Typically requires a Bachelor’s and a minimum of 2 years prior relevant experience, or an Advance Degree.
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.

Nice To Haves

  • Project planning, communication, organization and time management skills.
  • Bachelor’s or Masters’ degree in supply chain, business, or related field.
  • Experience in working with development type of procurement and major subcontracts
  • Experience with an SAP based environment.
  • Experience with technical requirements of procured electronics – including Statement of Work (SOW).
  • Familiarity with the International Traffic in Arms Regulations (ITAR)
  • Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS)
  • Experience in written contractual authorization/vehicles (Cost Plus, Firm Fixed Price etc.) and experience assessing proposal compliance (FAR 15.4)

Responsibilities

  • Negotiate and administer multiple subcontract types, to include but not limited to, Firm Fixed Price, Cost Reimbursement, Time, and Materials, as well as development/R&D efforts.
  • Evaluate, identify, and select suppliers that meet Raytheon requirements.
  • Develop business partner relationship with suppliers.
  • Generate and negotiate Long Term Price Agreements and other related agreements.
  • Work closely with Program Office representatives and Engineering to define and implement procurement strategies and develop subcontract Statements of Work.
  • Solicit competitive and single/sole source proposals from prospective subcontractors, perform source selection analysis, and employ price and cost analysis techniques to make a fair and reasonable price determination.
  • Monitor subcontractor performance metrics and recommend/implement corrective actions as necessary.
  • Prepare subcontract documentation in accordance with established company, customer and government FAR and DFAR regulations.
  • Utilize source selection techniques, compile, and analyze data to perform price analyses, conduct negotiations (including terms and conditions) and identify supplier risks.
  • Ensure that requirements (prime contract, quality, terms, and conditions) are properly communicated to suppliers and manage supplier performance to cost, schedule, and quality requirements.
  • Communicate clearly and be proactive in a very fast-paced environment.
  • Be flexible, innovative, work with speed and agility yet be thorough and compliant with government and Raytheon regulations, while successfully driving tasks to completion.
  • Assist in the training of peer procurement professionals as needed.
  • Be a team player, supporting teammates, participating and engaging in team events.
