About The Position

Vantor is seeking a uniquely qualified and highly experienced Specialist for Spectrum Strategy and Operations with a minimum of SECRET clearance. This hybrid role requires an individual who can both orchestrate large-scale, national-level spectrum policy initiatives and simultaneously provide hands-on, tactical spectrum management to ensure U.S. space superiority and decisive combat power. On a strategic level, they will support a landmark legislative initiative to repurpose vital mid-band spectrum, coordinating a complex, multi-billion-dollar relocation and auction process. They will be a central hub for navigating the intersection of federal agency requirements, commercial interests, and regulatory policy. On an operational level, they will be responsible for the expert planning, coordination, and management of the electromagnetic spectrum (EMS) to support space-based systems, joint military operations, and critical national security objectives. They will work in a fast-paced environment to ensure our forces have assured access to the radio frequency spectrum, free from harmful interference, enabling them to execute missions effectively across all domains.

Requirements

  • A minimum of an “active” SECRET security clearance is required.
  • Minimum of 7-10 years of combined experience in large-scale program management and/or military electromagnetic spectrum management.
  • Must have current and authorized access to SIPRNET.
  • Demonstrated, hands-on experience with the following spectrum management tools: Global Electromagnetic Spectrum Information System (GEMSIS) End-to-End Supportability System (E2ESS) Spectrum XXI (SXXI)
  • Willing to work part-time, 20-hours per week.

Nice To Haves

  • In-depth knowledge of spectrum allocation processes and familiarity with the proceedings of regulatory bodies like the FCC and NTIA.
  • Experience with federal acquisitions, budgeting, and program oversight, and ability to operate effectively in a high-pressure, high-visibility environment.
  • Eligibility for Top Secret/SCI is highly desirable.

Responsibilities

  • Act as a liaison for a national spectrum relocation and auction process, facilitating the seamless transition of incumbent federal systems to new frequency bands to clear the way for commercial licensees.
  • Utilize the Global Electromagnetic Spectrum Information System (GEMSIS) to maintain situational awareness of the electromagnetic environment and ensure operational readiness.
  • Manage the spectrum supportability lifecycle for new and existing systems by processing applications and certifications through the End-to-End Supportability System (E2ESS).
  • Ensure all spectrum-dependent systems and operations comply with national (NTIA), international (ITU), and Department of War (DoW) regulations and policies.
  • Conduct all necessary planning, coordination, risk assessment, and data management tasks on secure networks to support classified missions and operations.
